General Summary
Provides strategic leadership and operational oversight for all contracting, procurement coordination, project financial management, project management system administration, and document management functions within the Design & Construction (FD&C) division. This role ensures that capital projects are supported by compliant, efficient, and transparent business processes including contract development, budget tracking, financial reporting, lifecycle documentation, and system workflows. Oversees the teams managing contract execution, Oracle requisitioning, project controls reporting, and the division's project management system, ensuring accuracy, accountability, and regulatory compliance.
Duties and Responsibilities
Essential Functions:
Supervises and mentors staff in contracting, document management, PMIS administration, and financial reporting functions. Develops and maintains policy frameworks, operating procedures, and compliance standards for contracting and reporting functions.
Leads the development, negotiation, execution, and administration of all FD&C contracts, including design agreements, construction contracts, change orders, and professional service agreements. Ensures contracting activities comply with institutional policies, procurement regulations, and industry best practices; Collaborates with Legal, Procurement, Risk Management, and Finance to resolve contractual issues, negotiate terms, and maintain standardized contract templates.
Oversees contractor and consultant prequalification processes; develops vendor engagement plan.
Supports project teams in selecting appropriate contracting methodologies (CMAR, Design-Build, Design-Bid-Build, T&M, Continuing Services, JOC, etc.).
Serves as system owner/administrator for the division's project management information system (PMIS) Implement new PMIS system and manage system configuration, workflows, permissions, templates, and data governance; Oversees onboarding, training, and support for internal users, contractors, and consultants.
Ensures system integration with financial systems, document management tools, and reporting frameworks Leads system improvement initiatives, including automation opportunities, analytics enhancements, and process optimization.
Directs the document control team responsible for project files, design deliverables, submittals, transmittals, close-out packages, and archiving.
Ensures compliance with institutional records policies, auditing standards, and public records requirements (if applicable); Maintains secure, organized, and accessible documentation throughout the lifecycle of each project.
Oversees capital project financial reporting, including budgets, forecasts, commitment logs, expenditures, and cashflow analyses; Ensure accuracy and consistency of financial data across systems (PMIS, Oracle, spreadsheets, dashboards).
Partners with Finance and Accounting to reconcile project budgets, validate charges, ensure compliance with funding sources, and support audits; Lead development of executive-level reporting dashboards and performance metrics for capital programs.
Manages the creation, routing, and approval of Oracle requisitions, purchase orders, and contract commitments; Troubleshoot workflow issues, maintain consistency in procurement coding, and ensure accurate financial commitments.
Trains project managers and coordinators on proper use of Oracle for project-related procurement; Ensure alignment between Oracle records and PMIS financial data.

Qualifications
Minimum Education:
Bachelors Degree In Architecture, Engineering, Construction Management, or a related field. Required
Masters Degree Preferred
Work Experience:
15+ years Experience in facilities design and construction, including large-scale capital projects. Required and
5 years Experience in managing and leading multiple project management teams. Required and
5 years Experience in higher education, healthcare, government or large institutional environments. Required
Driver's License Statement:
Must possess a valid driver's license in the current state of residence. Driving record must meet requirements established by WellSpan Risk Management.
Knowledge, Skills, and Abilities:
Strong knowledge of design and construction delivery methods (e.g., Design-Bid-Build, CM at Risk, Design-Build).
Ability to manage complex budgets, schedules, and stakeholder relationships.
Familiarity with sustainability standards such as LEED.
Strong leadership and people management skills.
Excellent written and verbal communication abilities.
Strategic thinking with strong execution capabilities.
High level of financial acumen and analytical skills.
Ability to balance competing priorities across a large project portfolio.
Proficiency with project management and financial tracking software.
Experience with capital project delivery and construction contracting.
Proficiency with project management systems (e.g., e-Builder, Procore, Unifier) and enterprise financial systems (Oracle, SAP, or Workday).
Strong knowledge of contracting processes, financial reporting, and document control.
Expert knowledge of AIA contracts.
