Summary The primary purpose of this position is: To serve as a construction representative with responsibility for monitoring and controlling the construction operations of large and complex projects on a variety of construction projects involving new construction as well as changes and repairs to existing facilities and utilities and associated utility distribution systems. Responsibilities Monitors and controls major segments of a variety of difficult and complex project plans and specifications. Maintains surveillance over complicated structures involving highly complex construction problems. Determines need for project changes, estimates cost, and develops project modifications. Serves as liaison between the contracting officer and the project engineer. Performs as point of contact in all matters related to projects for which responsibility has been assigned. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions, Construction Control Technical Series 0809. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes experience of a wide range of principles, requirements, concepts, methods, and work techniques of engineering principles relating to complex construction practices and procedures sufficient to carry out projects of unusual difficulty and complexity dealing with sophisticated mechanical and electrical systems sufficient to advise on and/or resolve difficult but well precedented, factual, procedural and/or recurring issues. Experience of construction techniques sufficient to develop SOWs, interpret and explain contract specifications and requirements, and assist contractors in meeting them. Experience of electrical, mechanical, and structural aspects of major construction projects, their installation, operation, and functional requirements sufficient to determine coordination required to ensure all design considerations have been addressed. Experience with engineering and architectural plans and specifications sufficient to read and interpret construction requirements. NOTE: Must submit your resume. OR EDUCATION: Two full years of graduate education or a master's degree leading to such a degree that it is directly related to the work of the position which provided me with the knowledge, skills, and abilities necessary to do the work of this position (GS-9). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Knowledge of engineering and architectural plans and specification to read and interpret construction requirements. 5. Ability to apply mathematical formulas to compute construction costs, negotiate changes to contracts, and use computer based programs to record and maintain information involving these activities. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
