Click to learn more: IRS Office of Chief Counsel Careers Site Meet Our People Learn about our Legal Divisions Responsibilities As a Lead Human Resources Specialist (HR Development), you will: Act as a technical training advisor to HR Specialists and Chief Counsel managers by providing advice and information on technically complex training policies and procedures and course development activities. Analyze major facets of Chief Counsel training programs and apply evaluation models to demonstrate their effectiveness. Develop and maintain appropriate national guidelines and standards for planning, organizing, coordinating, staffing, and evaluating assigned training activities. Evaluate new training initiatives or course materials developed in the field to ensure continuity with centralized courses and materials. Provide technical guidance to lower-level HR Specialists (HR Development) and review and revise material prepared by such employees. Lead the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks. Monitor and report on the status and progress of work; Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the supervisor. To qualify for this position of Lead Human Resources Specialist (HR Development) you must meet the qualification requirements listed below by the closing of this announcement: For GS-14: Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: Served as a training expert in the development of new training courses and activities for legal and non-legal instruction; Used a broad range of performance support tools and techniques to plan and direct the development of system components including on-line help, computer-based training and complete integrated performance support systems; Identified, developed, and vetted new or updated trainings, and other programs; drafted office-wide or targeted communications to employees and management regarding training programs and events; and evaluated the quality and effectiveness of training programs and reviewing and determining evaluation criteria. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
