Summary This position is located in the Headquarter (HQ) Defense Commissary Agency (DeCA), Resource Management Directorate Division. The incumbent directly supervises a moderate sized staff of analysts engaged in management engineering workforce/workload modeling, competitive sourcing (In-Sourcing/A-76 policy), costing of FTEs. requirements determination. Responsibilities As a Supervisory Resources Analyst, you will be responsible for the following duties: Directs and develop concepts, methodologies, policies, and procedures for all related areas, ensuring compliance with legislative and regulatory restrictions. Formulates and defends manpower requirements to high-level authorities, preparing supporting documentation and analyzing results for assigned programs. Develops TDY schedules, specific analytical assignments, personnel workload, special projects and other related work requirements. Serves as technical authority for complex issues regarding determination of manpower/FTE requirements Agency-wide. Reviews and certifies the adequacy and accuracy of job descriptions for subordinates. Develops job performance standards and appraises performance of subordinates. Requirements Conditions of Employment Qualifications To qualify for Supervisory Resources Analyst your resume and supporting documentation must support: A. Creditable specialized experience includes: GS-14 Leading the development and governance of agency-wide manpower policies, methodologies, and standards, ensuring alignment with legislative and regulatory requirements. Directing enterprise manpower determination processes, leveraging advanced workforce modeling tools and analytical frameworks to allocate resources across organizational elements. Providing authoritative expertise and strategic guidance to senior DoD officials and external agencies on management engineering, workforce modeling, and competitive sourcing initiatives. Representing an agency at high-level engagements, delivering briefings, defending policy positions, and shaping strategic decisions impacting manpower programs. Overseeing workforce management functions by validating position documentation, establishing performance expectations, and evaluating subordinate leadership staff.
