Minimum Qualifications
Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Responsible for reviewing for accuracy and compliance with applicable laws, policies, and procedures, the records of medical refunds sent to the LDH Recovery Unit and received for disposition by the fiscal intermediary, and posting these records into the Medicaid Escrow Reconciliation System (MERS).
Researches and compiles information on the claims history of Medicaid recipients required for the accurate disposition of refund checks sent to the Title XIX program. Submits the compiled information to the fiscal intermediary (outside contractor) for the timely disposition of monies received.
15% - Receives returned fiscal intermediary checks from the Title XIX providers. The incumbent is responsible for researching and determining the reason for the returned check and determining the action to be taken by the Department.
Performs a preliminary review of all deposited Title XIX refund checks. Categorizes refunds into various groups and distributes them to the appropriate destination within Payment Management and to the other sections within the department, including but not limited to the LDH Recovery Unit.
Post refund checks sent to the Title XIX program into MERS and run the report.
Acts as an internal control measure by reviewing and monitoring, and documenting the signing of the checks issued by the fiscal intermediary to the Medicaid providers participating in the Title XIX program and reporting any discrepancies to the Accountant Manager 1.
Confers with Title XIX provider, fiscal intermediary personnel, program, and management personnel for the purpose of providing information and assistance in resolving problems regarding Medicaid payments and/or refunds sent to the Title XIX program.
Receives and sorts incoming mail for the Fiscal Intermediary Control Unit and distributes it to the appropriate Fiscal Intermediary Control Unit personnel.
Prepares form letters to Medicaid providers requesting additional information on refund checks received to ensure the proper disposition of the monies. Enter new providers in MERS as well as update provider information in MERS.
