Minnesota Management and Budget (MMB) is seeking an Operations Manager. The Operations Manager serves as a strategic and operational leader within the Employee Insurance Division, providing overarching direction for division-wide operations, project management, data-driven oversight, systems integration, and cross-unit workflows that support the State Employee Group Insurance Program (SEGIP). This position is accountable for ensuring that operational processes, systems functionality, and project execution are aligned with division priorities and are executed with organizational discipline and accountability.
Job duties for this position include:
Provide strategic direction and oversight for division-wide project and process management to ensure critical initiatives, operational systems and cross-unit workflows advance the strategic goals of the Employee Insurance Division.
Provide managerial leadership to daily operations and cross-unit workflows.
Establish and sustain an internal control and quality framework .
Provide executive leadership for the integration of systems functionality with division-wide operational, policy, and service delivery needs .
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.
Minimum Qualifications

Four (4) years of experience in operations management, program administration, project management, or a related field that includes responsibility for cross -unit coordination, process improvement, or systems integration
Experience must include:
Demonstrated leadership, which can include any of the following:
Ability to develop and implement operational standards, procedures, and performance expectations.
Experience developing or overseeing quality assurance practices.
Strong communication skills with the ability to work effectively across units and with diverse stakeholders.
Skill in anticipating emerging issues and adjusting processes or workflows accordingly.
Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment.
A bachelor's degree in Business Administration, Organizational Leadership, Operations Management, Project Management, or Human Resources Management field may substitute for one (1) year of experience. A master's degree in Business Administration, Organizational Leadership, Operations Management, Project Management, or Human Resources Management field may substitute for eighteen months of experience. A doctorate degree in Business Administration, Organizational Leadership, Operations Management, Project Management, or Human Resources Management field may substitute for two (2) years of experience.
Preferred Qualifications
Experience leading operations in a public sector, health insurance, benefits administration, or highly regulated environment.
Experience with HRIS platforms, including PeopleSoft and Event Maintenance
Six (6) years of experience in operations management, program administration, project management, or a related field that includes responsibility for cross -unit coordination, process improvement, or systems integration
