The primary purpose of this position is to serve as an acquisition program manager responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle in the Systems Development Directorate. Salary ranges include local market supplements. Responsibilities Assesses progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. Provides input into source selection and contractor monitoring of acquisition phases from development through production and deployment. Plans, organizes, directs, coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. Reviews and directs the progress of contractors in meeting program objectives. Takes appropriate actions to approve terms and conditions set forth in negotiations, contracting plans and budgets, subcontractor participation, and addition or discontinuance of work by the contractor. Prepares and presents staff studies for presentation to the Program Director and other management officials. Conducts briefings, presentations, and demonstrations on program status, costs, adherence to baselines and schedules, etc. Ensures the maintenance of documentation of program costs, schedule adherence, contractual negotiations, and other information and supporting factors. Requirements Conditions of Employment Qualifications This is a GG-07 target GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. The job can only be filled at Entry/Developmental or Full Performance level when selections are made. This position is a developmental position and will be filled at the GG-07, GG-09 or GG12 level with promotion potential to the GG-12. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include applying comprehensive knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within state-of-the-art but require significant application of new principles; applying knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of systems acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program management and direction. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: GG-07: 1 full year of graduate level education or superior academic achievement GG-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within state-of-the-art but require significant application of new principles. Knowledge of complex systems in order to gauge the results of acquisition and in-house efforts to guide existing programs, and determine and correct future program deficiencies. Practical knowledge of systems and software in order to apply new acquisition methods, approaches, or procedures. Knowledge of DoD acquisition to include the Planning, Programming, Budgeting, and Execution System (PPBES) process. Skill in communicating both orally and in writing in a clear and accurate fashion. Ability to analyze conflicting information from multiple sources and determine/apply proper approaches to problem resolution. This task is accomplished in an environment of state-of-the-art technology and time critical deadlines. Ability to keep abreast of acquisition changes and trends as applied to the management of technically complex systems and to maintain and control classified information. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
