Responsibilities Serves as a technical expert regarding all phases of budget functions including the interpretation, application and implementation of budgetary principles, procedures and guidelines. Serves as principal staff advisor to the senior leadership and top management personnel regarding maintaining a balance in the efficiency and economy of operations in accomplishing programmed objectives. Interprets guideline materials and instructions issued by Office of Management and Budget (OMB), Congress, Department of Defense (DoD), National Guard Bureau (NGB), etc. Oversees budgetary operations. Performs special studies and selective reviews of budgetary programs and procedures. Serves as a primary technical expert on the treatment of budgetary data on forms, schedules, requests, and reports for use by the financial/budget organization or for use by organizational personnel. Formulates and justifies budget requests for the organizational in consideration of historical costs up to five years, the current period of execution, and the effects of multi-year procurement and military construction appropriations. Issues calls for budget to staff and resource managers and provides guidance, as needed. Monitors the execution of the annual operating budget. Reviews and analyzes operations to determine causes of variances from budgets, time-phased schedules and cost limitations. Manages time-phased schedules of obligations and expenditures for applicable organizational budgets. Provides initial, continuation and update training for Resource Advisors. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY GRADES: WO1 - CW3, O1 - O5 COMPATIBLE MILITARY ASSIGNMENTS: 011A, 01A GENERAL EXPERIENCE: Experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience, education, or training that provided in-depth knowledge of financial principles and procedures. Candidate must have a comprehensive understanding of the principles and concepts of the National Guard financial budget business program requirements. A candidate must have expanded experiences and training that demonstrates the abilities to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies, and procedures. Some positions at this grade level require at least 12 months of broadening finance, accounting, or audit program experiences in leading, planning and scheduling program work in a manner that promotes an even flow and distribution of assigning work requirements. Experiences may include training and guiding employees on finance programs and assigning tasks. Experience in structuring assignments that created effective and efficient procedures with measured and improved task processes.
