The Accountant Administrator 4 is open to LDWF, Office of Management and Finance, Fiscal employees.
The Louisiana Department of Wildlife and Fisheries (LDWF) is responsible for managing and protecting the state's renewable natural resources, including all wildlife and aquatic life. LDWF supports a strong work ethic in its employees and incorporates the use of good science, accurate information and technology.
TheAccountant Administrator 4serves as the senior executive authority over the Fiscal department's financial management and is responsible for comprehensive oversight of all fiscal operations, long-range budgeting, and revenue analysis. This position provides strategic leadership to ensure the financial stability, sustainability, and integrity of the department through effective planning, forecasting, and stewardship of public funds. The position is the department's primary authority for long-range budget development, revenue forecasting, and financial analysis, and serves as a key advisor to executive leadership and liaison to oversight entities.
The Fiscal Officer oversees the department's Fiscal Section and all related financial functions, including accounts payable, travel, federal and financial reporting, revenue collection, strategic and operational planning, cash and fund management, grants management, disaster recovery reimbursements, and budget and expenditure control.
Minimum Qualifications
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Eight years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Serve as the senior executive authority over the department's financial operations and provide comprehensive oversight of all fiscal functions within the Fiscal Section.
Direct and manage accounting, budgeting, financial reporting, cash and fund management, grants management, travel, revenue collection, and expenditure control activities.
Serve as the department's lead authority for budget development.
Direct and coordinate the department's annual and multi-year operating and capital budget development, monitoring, and adjustment processes.
Analyze long-term fiscal impacts of policy, operational, and legislative changes and advise executive leadership accordingly.
Serve as the department's primary authority for revenue analysis, forecasting, and long-range financial sustainability planning.
Monitor, analyze, and report on revenue trends for the department's primary operating fund, including the Conservation Fund, and other dedicated or special funds.
Ensure compliance with audit requirements, reporting standards, and applicable financial regulations.
Collaborate with the department's internal auditor to develop, implement, and maintain effective fiscal controls.
Serve as liaison to external auditors, including coordination of audits, preparation of responses to findings, and implementation of corrective actions.
