Marketing Statement
Under general supervision of SVP-Finance, analyzes a variety of accounting data to assist in the application of financial data and information to management problems, and processes a variety of technical accounting transactions in the Finance Department of PHA. Provides all levels of PHA and affiliates with useful and accurate financial information on a timely basis; performs other duties as assigned.
The salary range for this position is $53,659 - $67,073 annually. Placement at any specific point within the stated range is not guaranteed for any candidate. Final compensation will be determined based on the selected candidate's qualifications, experience, and skills, as well as internal equity and organizational considerations.
Qualifications
Minimum education
Bachelor's degree in Accounting, Finance, or a closely related field.
Certifications, Clearances, and Licenses required
Specialized training in HUD accounting regulations may be required for some incumbents.
Minimum experience
One (1) year of professional accounting experience within a public sector agency or governmental housing programs
Alternative Qualifications
Equivalent combination of education, training and relevant experience may be considered upon review by HR.
Preferred Qualifications/Experience
IRS Section 42 Tax credit finance and accounting principles and standards pertaining to PHA AND AFFILIATES; Housing and Urban Development (HUD) programs and regulations; Federal and State public housing program regulations and reporting requirements, including the Code of Federal Regulations ("CFR"), and Sections 8 and 9 of the United States Housing Act; Methods, procedures, and standards for Public Housing record keeping and records management, including Pennsylvania Housing Finance Agency standards.

Knowledge, Skills, and Abilities:
Comprehensive knowledge of federal and state statutes, codes, and regulations governing public sector accounting; Familiarity with standards and guidance issued by the Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA); Strong understanding of public sector accounting, budgeting, purchasing policies, and Generally Accepted Accounting Principles (GAAP) and auditing standards; Advanced proficiency in Microsoft Excel and financial/accounting management systems; Strong analytical, organizational, and problem-solving skills; Excellent written and verbal communication abilities; High attention to detail with a strong commitment to accuracy and meeting deadlines; Ability to interpret and apply complex federal, state, and organizational accounting policies and procedures; Analyze accounting systems, internal controls, and operational procedures to ensure efficiency and compliance; Review, reconcile, and maintain accurate financial records, identifying and correcting discrepancies; Verify financial data, mathematical calculations, and compliance with organizational and regulatory standards; Interpret financial and technical documents, ensuring alignment with budgets, capital project plans, and policies; Manage multiple tasks and priorities effectively in a fast-paced environment; Establish and maintain effective working relationships with diverse stakeholders and colleagues; Maintain high levels of accuracy and productivity in data entry and financial reporting tasks.
Responsibilities
Performs standard accounts payable ("AP"), accounts receivable ("AR"), and asset management ("AM") duties in accordance with PHA and AFFILIATES policies and Department of Housing and Urban Development ("HUD") regulations; records transactions and resolves accounting issues within scope of authority; job duties will vary according to work assignment; Reviews a variety of accounting documents for accuracy, completeness, and compliance with PHA and AFFILIATES policy, as well as with Federal, State, and Local laws and regulations; Ensures invoices and purchase orders ("PO") possess the required authorization, budget approval is obtained for invoices, and POs are matched; posts to the general ledger.; Analyzes a variety of contractual agreements to determine the source of funds, particularly for construction related invoices; Reviews AR adjustment requests for appropriateness and processes accordingly; Accurately enters invoices into the database; Codes new asset items in database, ensuring accurate classification; generates monthly and annual reports to depict depreciation rates and values; Monitors the cash flow of PHA and AFFILIATES's limited partnership entities ("LP"); tracks rent collections for all LPs; Manages the weekly check payment processes, including the automated clearing house ("ACH") batch process, along with processing the positive pay files; Reviews uncollected AR records and makes determination on "bad debt expense" classification; processes expense write-offs accordingly; Reviews AP records that have not been collected and conducts the escheatment process; Processes negative rent utility checks on a monthly basis; Generates amortization and depreciation schedules on a monthly basis; Maintains absolute confidentiality of work-related issues and PHA and AFFILIATES information.
