The Noncommunity Public Water Supply Unit Supervisor in the Drinking Water Protection (DWP) Section at the Minnesota Department of Health is responsible for leading and managing a statewide program that ensures safe and reliable drinking water for thousands of noncommunity public water systems. This role provides strategic direction, supervises multidisciplinary staff, and oversees regulatory, educational, and compliance activities to implement the Safe Drinking Water Act (SDWA).
The position plays a critical leadership role in shaping policy, guiding program priorities, and fostering partnerships with federal, state, and local agencies, as well as regulated communities. With responsibility for staff, budget, and program outcomes, the supervisor ensures effective use of resources, consistent regulatory implementation, and continuous improvement of public health protections. Primary responsibilities:
Lead and manage the Noncommunity Public Water Supply (NPWS) Unit, including supervision of staff, to ensure effective implementation of the Safe Drinking Water Act (SDWA).
Establish program priorities, goals, and strategic direction to protect public health and ensure compliance with federal and state drinking water regulations.
Oversee regulatory, enforcement, and educational activities to promote safe, reliable drinking water at noncommunity public water systems statewide.
Build and maintain partnerships with federal, state, and local agencies, as well as stakeholders, to enhance program effectiveness and coordination.
Direct fiscal and resource management, including budget oversight and staffing decisions, to ensure responsible stewardship and alignment with agency priorities.
MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty related to grant cycles and the impact of the grant funding on program priorities.
This position is currently funded and approved to be filled. While the position is funded at this time, future funding is dependent on the continuation of our funding sources. The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. In the event of a loss of funding resulting in a necessary workforce reduction, that process is governed by our collective bargaining agreements and compensation plans.
In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state. Work locations will be determined by the top candidate and will be based out one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Mankato, Bemidji, or Fergus Falls.
Minimum Qualifications
The following minimum qualifications must be clearly demonstrated on the applicant's resume/application to be considered for the position:
Four years of experience in leading or managing drinking water, environmental health, or public health regulatory programs, experience must include implementation of the Safe Drinking Water Act (SDWA), overseeing compliance and enforcement activities for public water systems, providing technical guidance on water quality and system operations.
AND
Demonstrated leadership experience such as:
Ability to plan, organize, and direct technical and administrative activities of staff and partners.
Project management and coordination experience, including strategic planning and budgeting.
Managing the preparation and maintenance of reports necessary to carry out the functions of the department.
Demonstrated leadership equivalencies may include experience as a supervisor, lead worker, team lead, or completion of a State of MN leadership program such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI) or Completion of a similar or equivalent leadership development program through another organization. A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must also include: 1+ years of identifying issues, goals, and strategic actions 100+ hours per year time commitment.
A Bachelor's degree in Environmental Health, Environmental Science, Hydrology, Geology, Civil or Environmental Engineering, Public Health, or a closely related field may substitute for one (1) year of experience; a Master's degree in Environmental Health, Environmental Science, Hydrology, Geology, Environmental Engineering, Public Health, or a closely related field may substitute for eighteen (18) months of experience; and a Doctorate in Environmental Health, Environmental Science, Hydrology, Geology, Environmental Engineering, Public Health, or a closely related field may substitute for two (2) years of experience.
Additional minimum qualifications to be assessed during an interview:
Demonstrated experience applying the federal Safe Drinking Water Act (SDWA) and state regulations to solve complex compliance or operational challenges in public water systems.
Experience providing technical guidance and support to staff or regulated entities on water quality, system operations, or regulatory compliance.
Proven ability to oversee or coordinate enforcement and compliance activities, ensuring programs meet legal, technical, and public health standards.
Preferred Qualifications
Demonstrated leadership experience supervising professional staff, including performance management, coaching, and team development.
Technical expertise in public water systems, including water quality, system design, sanitary surveys, monitoring, and compliance activities.
Experience developing and maintaining partnerships with federal, state, and local agencies, as well as regulated communities and professional organizations.
Strong communication skills, including the ability to translate complex technical information for diverse audiences and contribute to policy, legislative, or rulemaking processes.
