The LA County Board of Supervisors recentlydeclared a local state of emergency for homelessness (https://file.lacounty.gov/SDSInter/bos/supdocs/176661.pdf?) , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Homeless Services and Housing is seeking qualified candidates to fill emergency Accounting Officer II vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Accounting Officer II.
Essential Job Functions
Plans, assigns, directs, and evaluates the work of the accounting, budget compilation and control, cashiering, supply, payroll, statistical, data processing, or other staff or service activities of a department.
Advises and consults with management concerning the accounting and financial implications of existing and projected departmental activities.
Supervises or personally conducts cost, revenue, and accounting systems and procedures studies, writes reports of findings; and secures approval for implementation of recommendations from departmental administration and the Auditor-Controller when necessary.
Analyzes and interprets accounting provisions of laws and regulations and recommends steps for their implementation.
Administers revenue producing agreements.
Coordinates the work of subordinate accounting and other activities with the work of other divisions, departments, and clientele.
May act as immediate assistant to a higher level accounting officer.

Requirements to Qualify
Completion of 21 semester units or 32 quarter units* of accounting including at least two courses in advanced subjects such as cost accounting, governmental accounting, or auditing in an accredited college, or equivalent accounting education.
-AND-
One (1) year of professional accounting or auditing experience at the level of Accountant III, Intermediate Accountant-Auditor or Accounting Officer I**.

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Class
II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Desirable Qualifications
Experience working for a public homelessness services agency, such as LAHSA, within the last 6 months.
One (1) year of experience in governmental/fund accounting.
Two (2) years of experience with braided funding in a government agency.
Two (2) years of experience using eCAPs, MIP Abila, or other financial system.
Two (2) years of general supervision experience.
Two (2) years of experience managing complex accounting operations and financial analysis.
Two (2) years of experience analyzing large sets of data.
Advanced experience using Microsoft Excel, including sorting, filtering, creating and editing tables, and using formulas.
