The Office of General Counsel is actively seeking an Attorney II - Land Use.

The position reports to a supervising Attorney. The primary purpose of this position is to provide land use and zoning and other legal services of limited variety and complexity to the City Council, the City's Planning & Development Department, and other assigned clients. Work assignments will include preparation of legal opinions and memoranda, legislation, and other legal documents. This position will also provide legal support to various City boards, commissions, and agencies. Knowledge of sunshine law, ethics and public records is preferred but not required. Work is performed under the direction and guidance of a supervising attorney and is reviewed through conferences, inspection of documents and evaluation of results obtained.

Performs sophisticated legal research and prepares opinions and legal memoranda on various legal issues.
Interprets and applies legal principles and precedents in resolving complex legal issues.
Prepares, drafts, reviews, revises, and approves development agreements, resolutions, ordinances, and other legal documents.
Reviews documents and renders opinions as to their legal validity and/or acceptability.
Reviews and analyzes ordinances and state statutes.
Investigates land use and zoning claims and complaints by or against the Consolidated Government and recommends action to be taken.
Prepares proposed legislation and makes recommendations to repeal, amend or revise existing laws.
Advises clients on a variety of legal matters.
Represents the Office of General Counsel (OGC) in cases, hearings and at various internal board hearings and appeals.
Attend meetings of the City Council, boards, agencies and OGC clients.
Provides legal support to various departments, boards, commissions, and agencies of the Consolidated Government including areas related to real estate, zoning, land use, planning, permitting, development, environment, and concurrency.
Performs other duties as assigned.
Knowledge, Skills and Abilities
Knowledge of City Ordinances and Charter provisions relating to the authority and functions of Consolidated Government, established precedents and sources of legal reference applicable to county and municipal activities.
Ability to interpret and apply legal principles and precedents in resolving complex legal issues.
Ability to effectively communicate and express ideas clearly and concisely, both orally and in writing.
Ability to conduct research on complex legal issues and prepare significant and high priority legal opinions.
Ability to gain knowledge of municipal, county, state and federal case law, statutory and regulatory law as it relates to City government and other OGC clients.
Ability to analyze and prepare ordinances, resolutions, and other legal documents.
Ability to establish and maintain effective working relationships.

Graduation from an accredited law school and;
Possession of a Florida license to practice law and;
Three (3) years of progressively responsible experience in the practice of law.
Professional legal experience in government - preferred.
