The Phoenix VA Mental Health Department is seeking a highly qualified Social Worker for the Program Manager role within their Leadership Team. The ideal candidate will have a strong background in social work, leadership and management skills, an advanced practice license, and the ability to provide clinical supervision for licensure. Collaborates with Mental Health discipline leaders (Psychology, Psychiatry, Social Work, Nursing) to make service delivery decisions and recommend actions to the Associate Chief of Staff (ACOS) for Mental Health. Works in close collaboration with the Social Work Service Chief and ACOS for MH on issues related to Scopes of Practice, Credentialing and Privileges, Periodic Performance Reviews (PPRs), Ongoing Professional Practice Evaluations (OPPEs) and Focused Professional Practice Evaluations (FPPEs) as this applies to social workers in the MHSL. Develop and maintain documents such as policies, procedures, performance standards, position descriptions, and functional statements for Mental Health social work. Maintains interdepartmental relations with other services to accomplish medical center goals and fosters and maintains community contacts. Monitors national mental health program directives and strategic planning initiatives and coordinates planning and implementation with the ACOS for MH for assigned programs. Prepares and contributes in developing plans to achieve national and VISN performance measures, monitoring national mental health program directives, and coordinating them with the ACOS for MH. Identifies and proposes solutions to management problems which are of major importance to developing and planning program direction. Serves as liaison internally and externally - independently handle major issues related to Suicide Prevention, Recovery (MHICM/PRRC), and IPV; represent the ACOS as needed. Resolve complex operational problems across interprofessional teams and special assignments (e.g., CBOCs, PCMHI, HBPC, SUD programs). Serves as the facility lead for Suicide Prevention implementation and program evaluation. Develops, implements, monitors, and adjusts plans to effectively and cost-efficiently accomplish the mission within budgetary constraints for the suicide prevention program. Prepares business plans for mental health care in programs assigned and plans for space and equipment costs, and technology support. Support labor-management relations and human resource decisions including staffing, space, personnel actions, and workforce planning for MH social work programs. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grade Determinations: Social Worker Program Manager - GS-14: Experience and Education: You must possess one year of experience equivalent to the GS-13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Examples of specialized experience at the GS-13 include, but are not limited to: Oversee the administrative and clinical aspects of a major specialty treatment program located at one facility or multiple divisions of a facility; responsible for coordinating interdisciplinary staffing, work assignments, budget, treatment services provided, and admission criteria for the program; have full responsibility for all phases of service delivery for a major specialty program; responsible for the program's resource and fiscal management, monitoring control points developing the annual budget, operating within that budget, and accounting for appropriated funds. Licensure/Certification: Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care.
