Duties Description Under the general direction of the Director of the Law Bureau or successor title, works to provide administrative support with responsibilities including, but not limited to:- Answers questions, exchanges information, provides assistance, and clarifies and interprets policies and procedures.- Assists management in the analysis and evaluation of the needs of Counsel's Office.- Reviews papers served, gathers records, and prepares files in relation to litigation.- Assists attorneys with preparing statutory amendment packages.- Assists attorneys with preparing, obtaining approvals of, and sending out for publication regulatory amendment packages.- Assists with the preparation of periodic, statutorily required reports.- Assists in applying and managing litigation holds, legal preservation requests, employee offboarding, and digital or forensic preservation requests in coordination with Counsel's Office attorneys and ITS.- Performs general and legal research upon request.- Prepares and monitors the critical spending plan and handles budgeting and purchasing tasks for Counsel's Office.- Makes recommendations for programmatic and organizational work improvements.- Develops, implements, and maintains records and controls for tracking of various activities, included but not limited to: internal training programs, probationary reports, performance evaluations, traineeship reports, in-coming/out-going correspondence.- Assures that all equipment is properly installed and operating and arranges for vendor repairs and replacements.- Develops maintenance plans and programs for equipment and facilities.- Schedules and attends meetings as requested.- Coordinates DMV security requests for visitors, equipment repair services, etc.- Initiates and reviews equipment, supply and office space needs.- Prepares and tracks responses to correspondence received by Counsel's Office.- Arranges and assists in conducting interviews.- Provides information about employees, maintains all records.- Prepares waivers, justifications, and job duties to fill vacancies.- Maintains and manages P-card purchases, abiding by procurement rules. - Reviews equipment needs and fills needs via all sources.- Maintains equipment assignments and office schematics.- Maintains organizational charts for current and historical staffing.- Develops and implements record keeping systems and controls.- Other duties as assigned.
Minimum Qualifications To be eligible for the Administrative Specialist 1, G-18 or Administrative Specialist Trainee 1/2, G-NS (Equated to G-14 or G-16) position you must meet one of the following conditions as detailed below:NY HELPS:For Administrative Specialist 1, G-18: Six years of experience performing or overseeing budget, human resources, and business services activities for an organization or program.For Administrative Specialist Trainee 2, G-NS (Equated to G-16): Five years of experience performing or overseeing budget, human resources, and business services activities for an organization or program.For Administrative Specialist Trainee 1, G-NS (Equated to G-14): Four years of experience performing or overseeing budget, human resources, and business services activities for an organization or program.Substitution: An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview. Transfer:One year of permanent, contingent-permanent, or 55b/c service allocated to a G-11 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law, or currently serving in the title and eligible for reassignment. Reinstatement:If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period. 55b/c Appointment:This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
