Job Description
Interactive Government Holdings(IGH)is seeking qualified, trained and capable individual to serve Program Manager for the Case Processing and Operational Support Contract with the US Department of Labor, Office of Foreign Labor Certification.
Case processing and operational support services include a wide array of functions such as mailroom, data entry, preliminary application review and case processing, case archiving, records management, helpdesk, and related support services.
These services must be performed to the standards in the Performance Work Statement for this contract. Services performed must provide the best value to the Government and help achieve administrative efficiencies, cost savings, and interoperability strategies across the OFLC's employment-based immigration programs.
Hours of operation are from 8:00 am - 4:30 pm Monday through Friday except Federal Holidays.
Most of the work will be performed remotely; however, some work must be performed on-site at the Frances Perkins Building, 200 Constitution Avenue NW, Washington, DC 20210
Position Requirements
Major responsibilities include (not all inclusive):
The primary responsibility of Program Manager will be managing and implementing all aspects of the contract's requirements and coordinating the activities and schedules of project managers across visa programs.
Single Point of Contact (POC) with OFLC Headquarters and appropriate Agency contract staff.
Set project deadlines, assign responsibilities, shift staff according to the needs of the visa programs, and monitor the overall cost, schedule, and performance of the services delivered under this PWS.
Prepare and provide regular performance and production reports for the OFLC management team and assigned OFLC Contracting Officer's Representative (COR), identify issues or risks to meeting contract requirements, and propose innovative solutions or recommendations designed to continually improve program effectiveness and efficiency. In the event of contractual or performance issues that negatively impact case processes and/or production, the Program Manager shall submit an impact report to the Contracting Officer and the COR.
Assist with recruiting and identifying highly quality candidates, train new hires, train incumbents on new systems, procedures and processes, collect data for reporting program progress and metrics for individuals and the program.
Provide daily supervision and management to Team and is IGH's primary conduit for information flow to and from Team members and the COR for the contract.
Accomplish Human Resource (HR) objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees for all positions on the contract.
Communicate job expectations, planning, monitoring, appraising, and reviewing job contributions. Plans and reviews compensation actions while enforcing policies and procedures.
Achieve operational objectives by contributing information and recommendations to strategic plans and reviews. Prepares and completes action plans. Implements and monitors production, productivity, quality, and customer-service standards by resolving problems, completing audits, identifying trends and determining system improvements while ensuring that the standards are met by all employees.
Meet financial objectives by forecasting requirements. Prepares an annual budget by scheduling expenditures, analyzing variances and initiating corrective actions as deemed necessary by the customer or IGH leadership.
Updates job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks and participating in professional organizations.
Review, evaluate, and enhance all contract deliverable to the customer produced by each person working on the contract.
Enhance the department and organizational reputation by accepting ownership for accomplishing new and different requests and explores opportunities to add value to job accomplishment.
Establish and maintain a pipeline of target opportunities to ensure continued growth of the company.
Conduct ongoing and routine outreach to existing and potential clients. Identify, escalate, and resolve issues affecting successful project performance. Establishes and maintains a close working relationship with subcontractors and prime contractor partners.
Contribute to the overall corporate strategy development in the areas of Program Management and Business Development.
Coordinate background checks for team members with the Trusted Agent, ensures information is transferred into applicable DOL systems.
Coordinates issuance of CAC or PIV cards in a timely manner.
Monitor attendance and performance of team members. Approve Time sheets daily.
Conduct counseling of team while documenting and making necessary corrective actions.
Administer Personal Time Off in accordance with the IGH Employee Handbook and ensure accurate reporting of same into prescribed on-line systems.
Manage travel required to support the mission of the contract, review, approve and submit Requests for Reimbursement in a Timely manner.
Be knowledgeable of and able to perform all tasks required of team members who work on the contract.
Skills / Certifications:
Program and Project Management Professional certification is preferred.
Qualifications:
At a minimum, the Program Manager shall possess a bachelor's degree. A graduate degree (such as a JD, MBA or MPA) is preferred.
Possess extensive experience in project and program management, preferably 7-10 years and proven experience in leading and managing teams, stakeholders, and complex programs.
Shall possess a valid background check showing no evidence of Federal, state, or local felony charges and/or convictions.
Demonstrated staffing, planning and personal expertise in "People Management" Skills.
Must be able to manage profitability of the DOL OFLC Case Processing and Operational Support team and promote process improvement systems.
Must have sound Financial Management expertise and strategic strategy planning capabilities.
Expert skills at dealing with complex situations and analyzing complex data and information systems.
Must possess expert performance management and personnel enhancement skills.
