About the Work Unit
The Risk Management Office includes employee and contractor safety programs to mitigate risk including insurance coverage, property, liability, property recovery, and workers' compensation programs.
About the Position
As the Workers Compensation Administrator, classified as Administrator IV, you will be responsible for administering the Department's Workers' Compensation Program, including the Modified Duty and Authorized Treating Provider (ATP) Programs.
Your duties and responsibilities will include, but are not limited to, the following
Advise employees and managers regarding the workers' compensation, including, but not limited to the claim process, decision-making process, reporting requirements, modified duty, lost time management, benefit payments, and return to work process.
Conduct internal auditing of claims and claims investigations to determine compensability, causality, violations, and subrogation/fraud.
Track details of the workers' compensation payment process; verify that payments are correct, timely, and that employees have received all appropriate benefits.
Serve as the liaison between all parties involved in the claim, such as the employee, staff, management, payroll, human resources, and Third-Party Administrator (TPA).
Review indemnity and medical benefits for accuracy; recommend whether to move claims toward closure; review reserve recommendations, and review settlement and stipulation requests with Risk Manager.
Conduct accident interviews with claimants and work with claimants, claim adjusters, medical providers, attorneys as appropriate.
Resolve disputes and implement solutions that have a fiscal or programmatic impact on CDOT.
Work collaboratively with the Risk Manager and staff to develop and implement policies and procedures for compliance or enhancement of the claims management process.
Train staff on workers' compensation and modified duty programs and provide educational outreach to staff and management.
Review impacts to the status of the Drivers Licenses from worker's compensation claims and determine how to mitigate CDOT's exposure.
Provide expertise to staff on CDOT's Modified Duty Program in accordance with the Division of Workers' Compensation Rule 6 requirements; update and manage program processes, procedures, and required documentation; determine the best approach to return an injured employee back to full duty.
Analyze data and identify trends for job class losses related to workers' compensation.
Other job duties as assigned.
Work Environment
Primarily 8:00 am - 5:00 pm work hours, Monday-Friday with the opportunity for flexible work hours.
You will likely work a hybrid schedule with a combination of in-office and remote work.
Occasional travel throughout the State maybe required to conduct investigations and training

Experience Only:
At least 7 years of full-time professional experience in business, public administration, accounting, finance, human resources management, law , or other work related to the major duties of this position, which included:
At least 3 years of experience with a primary focus on workers' compensation claims and processes.
OR
Education and Experience:
A combination of relevant education and experience equal to at least 7 years.
Education from an accredited college or university with coursework in business, public administration, accounting, finance, human resources management, law, or another field of study related to the duties of this position will be considered.
Full-time professional experience with a primary focus on workers' compensation claims and processes will be considered.

The exceptional applicant will be an experienced Workers' Compensation Administrator and will possess the proven ability or accomplishment in the following:
Demonstrated success with the duties listed in the Description of the Job section;
Years of State service experience related to the duties of this position;
Highest work/personal ethics and integrity;
Comprehensive knowledge and experience with workers' compensation and modified duty rules, regulations, and best practices;
Experience working with Third Party Administrators;
Knowledge of the Colorado State Workers' Compensation Act and Rules of Procedure, Colorado Governmental Immunity Act, Colorado State Personnel Rules, as well as State and Federal Employment Laws (e.g. Family Medical Leave Act, Americans with Disabilities Act Amendments Act);
