The purpose of this position is to direct the activities of the Health Regulation Division. The position conducts and oversees planning, development and implementation of statewide licensing and registration activities and ensures compliance with federal certification requirements. The Director works to find efficiencies across sections, most of which are regulatory in nature and to engage staff in ongoing quality improvement of the programs. The Director is responsible for development of legislative changes and initiatives and for budget development for both state and federal budget requests. The Director also referenced as the State Agency Director is the key contact representing the Minesota Department of health (MDH) in the contract ("1864 agreement") with the Centers for Medicare and Medicaid Services for surveying health care facilities.
Working as the Division Director for the Health Regulation Division, you will:
Provide leadership and direction to the Division in order to accomplish the goals and objectives of the Division and Department, in a timely and effective manner.
Participate as a member of the Department management team, assisting the Senior Management Team (SMT) to determine likely outcomes as a result of various activities or actions; represent the Department/Division as appropriate at the Legislature; participate in Division Directors meetings, and such department-wide groups and various sub-groups of Division Directors in an effort to support and strengthen MDH.
Provide direction and leadership to the Division for policy development relating to all HRD programs that demonstrate an intention to keep programs updated, effective, and responsive to the needs of those regulated and served by the program areas.
Provide leadership in the development and implementation of communication strategies and relationships that contribute to the success of the division in achieving its goals.
Provide direction and management for the Division in human resource policy and practice; lead by example in treating all staff members and clients with respect, patience and courtesy so that effective and cooperative working relationships with others are established and maintained.
Provide direction and leadership to ensure ongoing quality and performance improvement processes are prioritized.
In accordance with accordance with HR/LR Policy #1422 Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) , this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.
MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty related to grant cycles and the impact of the grant funding on program priorities.
This position is currently funded and approved to be filled. While the position is funded at this time, future funding is dependent on the continuation of our funding sources. The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. In the event of a loss of funding resulting in a necessary workforce reduction, that process is governed by our collective bargaining agreements and compensation plans.
Minimum Qualifications

Four (4) years of experience providing oversight or management.
A degree such as Business Management, Public Administration, Facilities Management, Law, Nursing or other closely related field may substitute for experience as follows:
Doctorate = 24 months
Master's = 18 months
Bachelor's =12 months
Associate's = 6 months
Additional qualifications to be assessed during the interview process:
Excellent analytical, project management, change management and problem-solving skills.
Excellent interpersonal and group management skills and the ability to consider differing opinions, engage negotiation and conflict management skills and to recommend appropriate actions or resolutions.
Ability to advocate for organizational change, build consensus on sensitive issues, create win-win situations to resolve disagreements and disputes, and lead the discussion of operational objectives and needs.
Demonstrated ability to communicate effectively, both orally and in writing sufficient to answer questions, develop and explain/defend actions and initiatives undertaken by the division will be required.
Advanced writing skills sufficient to draft department-wide communications and policies/procedures, proposed contract language, and to document rationale for decisions is necessary.
Preferred Qualifications
Executive management and leadership experience, with accountability for directing a major program area, preferably in health or human services.
Knowledge of financial management practices, sufficient to direct budgetary preparation and administration of appropriate funds.
Previous experience developing policies, practices, and processes.
Management in government with knowledge of federal and/or state laws, policies, and procedures.
Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI) or completion of a similar or equivalent leadership development program through another organization.
