Summary The position is located at the Sheridan VA Health Care System (SVAHCS) in the office of Pathology and Laboratory, Radiology, and Dental Services. Responsibilities Major duties include but are not limited to: Serves as the key advisor to service leadership on the evaluation and the effectiveness of service programs and operations, resource management, clinic access, scheduling and consult management. Analyzes new or proposed regulations to determine impact on operations and management and develops new or modified administrative program policies, regulations, goals, or objectives to ensure compliance with regulations. Provides position management advice and recommendations to SVAHCS managers throughout the facility including providing advice on the distribution of workload among positions and clinics, and the processes and steps needed to complete the work. Develops major proposals to create or refine existing processes within Service programs and clinics throughout SVAHCS with the purpose of meeting national performance measures and productivity targets and ensuring compliance with national regulations and directive(s) as well as spreading efficiency and effectiveness. Conducts studies of organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods and procedures in service programs and clinics. Analyzes individual clinics, programs, functions, and organizations to determine whether the management systems in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound operational management. Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses. Prepares procurement requests, evaluate proposals for work, and serves as COR for procurement and a variety of complex contracts, while also maintaining procurement and contracting records.
