Job Description:
Parsons is looking for an amazingly talented Vice President, Construction & Design-Build (CDB) to lead the Engineered Systems-wide construction and design-build service line, providing construction management, field execution, and D-B expertise to all Infrastructure Solutions markets. This role owns construction means and methods, safety culture, field resource deployment, and D-B delivery models, ensuring projects are executed safely, efficiently, and in alignment with ES-wide standards and market strategies.
Engineered Systems supports federal markets including infrastructure solutions, security and mission solutions, aviation, threat reduction and remediation.
What You Will Be Doing:
Service Line Strategy & Leadership
Develop and implement an ES-wide strategy for construction and design-build delivery, aligned with Infrastructure Solutions goals.
Define where and how the organization competes in construction and D-B (e.g., @types of projects, geographies, risk appetite).
Establish construction and D-B centers of excellence for key market segments (nuclear, defense, industrial).
Work with Market VPs to balance construction portfolio risk and return, including decisions on self-perform vs. subcontract.
Construction Methods, Standards & Tools
Own construction execution standards, means and methods, and field quality and safety procedures.
Standardize D-B delivery processes in collaboration with PD&E and PM/CM service lines.
Drive adoption of construction technology (e.g., field management software, modularization, offsite fabrication) to improve safety and productivity.
Lead continuous improvement initiatives in construction performance and constructability.
Talent Management & Professional Development
Build and manage ES-wide pools of construction managers, superintendents, field engineers, safety professionals, and D-B leaders.
Define career paths, training requirements, and competency frameworks for construction and D-B roles.
Promote a strong, visible safety and field leadership culture, mentor future construction leaders.
Conduct performance reviews for construction/D-B staff with input from project and market leadership.
Resource Management & Deployment
Forecast construction resource needs based on project pipelines and active workload across markets.
Coordinate assignment and mobilization of field and D-B staff to projects worldwide, considering skill sets, clearances, and logistics.
Manage utilization and field overhead, adjusting staffing levels and deployment patterns as required.
Ensure rapid support for high-risk, high-visibility, or distressed projects.
Support to Business Development & Execution
Provide construction/D-B input to major bids, including constructability, execution plans, logistics, and risk assessments.
Partner with Market VPs and PM/CM to define realistic schedules, phasing, and construction risk contingencies.
Influence go/no-go and portfolio decisions around construction-heavy and D-B pursuits, ensuring alignment with capability and risk tolerance.
Support development of integrated D-B offerings that differentiate the company in key markets.
Safety, Risk & Compliance
Champion a zero-harm safety culture across all construction and D-B activities.
Own ES-wide construction safety standards and ensure compliance with regulatory and client requirements.
Identify and manage construction and D-B risks, including site conditions, logistics, subcontractor performance, and schedule pressures.
Oversee incident response, root cause analysis, and corrective actions for safety and quality events.
What You Will Bring:
Bachelor's degree in Construction Management, Engineering, or related field.
15+ years of experience in construction and/or design-build for complex facilities and infrastructure.
7+ years in senior construction leadership roles managing large or multi-site portfolios.
Demonstrated success implementing construction standards, safety programs, and D-B best practices.
Experience working with multiple markets (e.g., energy/nuclear, defense, industrial) and in a matrix environment.
Strong understanding of construction contracts, risk, and subcontractor management.
Construction and D-B execution leadership

Collaboration with PD&E and PM/CM service lines
Commercial and risk management savvy
Preferred
Advanced degree (MS in Construction Management, Engineering, or MBA) or equivalent experience.
Experience with federal and allied clients, including construction on secure or high-hazard sites.
Professional credentials (e.g., PE, DBIA, CSP, CHST) or equivalent.
Security clearance or eligibility, as required for certain projects.

Salary Range: $200,600.00 - $383,500.00
This position is eligible for incentive compensation.
