Role Overview:
The Regional Finance Director serves as a strategic partner to the CFO and leads all Finance and Performance field staff across their assigned region. This role ensures consistent implementation of statewide fiscal policies and compliance with State of Indiana and IDOC guidelines. The Director oversees key financial operations including payroll accuracy, overtime analysis, audits, budgeting, and PeopleSoft system support. They provide ongoing consultation to facility leadership, conduct regional assessments, and guide workflow and process improvements. This position plays a critical role in supporting sound financial management and operational effectiveness across IDOC facilities.
Salary Statement:
The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
Directs and manages all IDOC Finance and Performance field staff
Provides regular, frequent consultation and direction to field staff with regard to operational matters, strategic planning, policy setting, and business practices; develops short-term and long-range plans.
Implements and communicates statewide fiscal practices, procedures, and policies.
Ensures field finance and budget practices are in compliance with State of Indiana policies and procedures.
Ensure field fiscal processes are incompliance with IDOC strategic plans
Responsible for bi-weekly payroll reports from regional facilities; ensure accuracy of reports before submission.
Analyzes overtime from facilities in the region and ensures accuracy before submission.
Monitor Peoplesoft business operation at each regional facility to guarantee that each facility's progress are in compliance with guidelines.
Review monthly cycle count audits.
Review monthly fixed asset audits.
Complete quarterly assessments of each facility and attend quarterly reviews.
Oversee Preventive maintenance and operating budgets,
Request budget transfers through central office.
Peoplesoft Super User for Region. Expected to be the first-line problem solver.
Develops, coordinates, and recommends changes for improvement to workflow.
Establishes timelines for project milestones and completion.
Assists CFO with the preparation of the bieenum budget and yearly spend plans for the facilities.
Performs other related duties as assigned.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:
A bachelor's degree is preferred, but not required. Qualified applicants must possess seven (7) or more years of professional finance or accounting-related experience. Additional job requirements are:
Extensive knowledge of state and federal accounting, budgeting, and auditing.
Working knowledge of grant management and administration.
Extensive knowledge of procurement procedures, public administration, and business management.
Extensive knowledge of applicable federal and state laws/policy/procedures.
Extensive knowledge of departmental organizational structure, functions, goals, and objectives.
Above-average ability to prepare complex reports and graphs.
Above-average ability to recognize process problems and to create or modify procedures.
Ability to conduct research, draw logical conclusions, prepare technical reports, and make recommendations.
Ability to prepare, justify, and review budgets.
Leadership - inspires, motivates, guides, coaches, mentors, and challenges staff; adapts leadership styles to various situations.
Ability to establish and maintain effective working relationships.
Ability to effectively prioritize a variety of projects and functions.
Excellent problem-solving and analytical skills.
Working knowledge of Word and Excel.
