The director has leadership and management responsibility for an entire division and its annual budget. The director also provides strategic direction and leadership to the division's officers and managers. The director is responsible for advancing the division's mission and formulating and meeting the division's annual priorities as determined in consultation with the division's Oversight Governor.PRINCIPAL DUTIES AND RESPONSIBILITIESThe following are the oversight responsibilities of the director: Reserve Bank OversightLeads RBOPS, under the direction of the BAC chair and on behalf of the Board of Governors, in managing the reputational, financial, and other risks that are associated with Federal Reserve operations. These include operations that are unique to central banks-for example operation of payment systems, central bank operations, and provision of services as fiscal agent to the U.S. Treasury-and operations that are common to all organizations-for example financial reporting, procurement, human capital management, and maintenance of physical infrastructure and facilities.Develops and implements Board policies governing Reserve Banks, as published in the Federal Reserve Administrative Manual (FRAM).Coordinates the annual external audit of the Reserve Banks' financial statements and the preparation of quarterly and annual combined statements.Serves as Board liaison to Federal Reserve System leadership committees, providing the perspectives of Board staff and advising committee members on obtaining Board approval of actions and policies, where required.Oversees major technology and facility programs, per the Federal Reserve Administrative Manual (FRAM).Oversees the review of the Reserve Banks' budgets and their presentation to the BAC and the Board for approval each year.Approves, under delegated authority, expenditures that have been designated as strategic or conditional per the FRAM.Oversees Reserve Bank priced services for compliance with the Monetary Control Act and Board policies.Supervision of Systemically Important Financial Market Infrastructures (FMIs)Supervises FMIs for which the Federal Reserve is the designated lead agency.Reviews proposed changes to those FMIs' operations, rules, or procedures that could materially affect their level or nature of risk.Works collaboratively with the Securities and Exchange Commission and Commodity Futures Trading Commission with respect to FMIs under their purview (including consulting on exam scope, participating on exams, and reviewing material change requests).Participates in collaborative oversight arrangements of foreign FMIs that have links to domestic FMIs, have U.S. participants, or clear U.S. dollar-denominated transactions.Issuance of U.S. CurrencyWorks with Treasury, the Bureau of Engraving and Printing (BEP), and the U.S. Secret Service on new currency designs, focusing on issues of efficiency, manufacturability, and security.Works with the BEP to improve the efficiency and quality of new currency production on an ongoing basis.Establishes the annual print order.Arranges the daily transportation of new currency from the BEP facilities to the Reserve Banks to maintain appropriate inventory levels and, ultimately, the supply of banknotes to the U.S. economy.Manages the global currency education program that educates international users of the dollar on how to distinguish counterfeit from genuine currency.Other Areas of Ongoing WorkDevelopment of regulations and policies including in collaboration with other central banks and market regulators related to Regulation II, Regulation CC, Regulation J, Regulation HH, payment system risk policy, and risk management principles for financial market infrastructures. Fosters improvements to the U.S. payments system by working collaboratively with the Reserve Banks to spur the growth of faster payments in the U.S. and improved payments security across various payment rails. Research on a variety of retail and wholesale payments issues, including providing guidance and direction to surveys intended to collect information on such issues.Fifteen years full-time work experience Expertise in the structure, functions, and governance of the Reserve Banks; U.S. payment, clearing, and settlement systems; and the regulations governing them. Significant experience managing within complex governance and organizational structures. Demonstrated ability to get stakeholders with different objectives or views to align around common goals, strategies, and execution plans. Ten years' experience leading people, including setting strategy, establishing performance expectations, providing clear and actionable feedback, and developing people.
