POSITION GENERAL SUMMARY:
Performs clerical and customer service tasks to support the Ada County Landfill. This role involves a combination of keeping financial accounts and records and receiving payments according to standardized accounting practices, as well as customer-facing responsibilities operating the Landfill Scalehouse. This position requires attention to detail and excellent communication skills, with a focus on accuracy and customer satisfaction.
DISTINGUISHING FEATURES OF THE CLASS:
The work involves performance of account keeping, cashiering, auditing or related tasks within clearly defined limits. Similar problems are constantly recurring and their solution is routine, has been previously determined, or in unusual cases is checked by supervisors. Work at this level requires a good knowledge of basic methods used in keeping fiscal accounts and records. The employee completes most recurring work without assistance from the supervisor.
Essential Functions
Accounts Receivable
Processes incoming payments, record transactions within county systems, and reconcile accounts to ensure accuracy;
Monitor aging accounts receivable and coordinates with clients to resolve overdue balances;
Review and approve new customer account requests, and maintain customer account records;
Troubleshoots ticket discrepancies using Scalehouse and financial software programs;
Receives incoming telephone calls from customers or members of the public and provides information of a general nature about programs of the Landfill;
Maintains complete set of bookkeeping records and files to document historical data and to provide financial statuses;
Audits cash receipts for department cash box;
Verifies the accuracy of statements and invoices and works with customers to correct discrepancies.
Scalehouse Operation
Provides support and coverage for the Scalehouse operations as needed; acting as front-facing contact for public, greeting customers onsite upon arrival at the county landfill, and processing their entrance into the Landfill;
Provides instruction to customers on proper disposal of various waste materials;
Inspects vehicles entering the landfill, both physically and via camera views, and identifies hazardous, unauthorized, or unacceptable waste;
Uses scale to weigh incoming loads to determine appropriate charges;
Estimates the volume of waste for each customer;
Evaluates load contents and identifies hazardous, unauthorized, or unacceptable waste in accordance with landfill guidelines;
Coordinates activities with Solid Waste Manager to admit only permissible materials;
Directs customers to appropriate locations within landfill;
Controls admittance to the landfill including opening and closing gates and cashier's office;
Serves as cashier and performs accurate cash handling duties following specific department processes regarding payments collected;
Performs data entry duties regarding disposal of various waste materials;
Handles customer disputes and interactions by providing exceptional customer service;
Reviews and files Scalehouse daily reports.
ADDITIONAL FUNCTIONS:
Performs secretarial or receptionist duties and acts as backup for office staff when necessary;
Updates Accounts Receivable procedures as needed;
Files documents;
May @type documents and memoranda/letters from rough draft into final form;
Performs a wide variety of clerical account keeping and related tasks;
Disburses copies of County Ordinance for questionably secured loads;
Provides pricing information to customers on potential future loads;
Performs related duties as required.
Job Requirements
High school diploma or equivalent required; completion of college-level courses in bookkeeping or accounting preferred;
Clerical experience which includes clerical-accounting duties;
Previous cashier experience preferred;
Knowledge of business math and English grammar, spelling, and punctuation;
Knowledge of cash handling procedures;
Knowledge of methods used in keeping fiscal accounts and records;
Knowledge of office terminology, procedures, routines, and equipment;
Skill in customer service and communication, with the ability to interact professionally with a diverse customer base;
Ability to grasp the relationship between numbers, accounts, and items in accounts;
Ability to understand, follow, and communicate verbal and written directions;
Ability to attend to customer needs and provide good customer service under stressful situations;
Ability to establish and maintain good relationships with other landfill staff;
Ability to maintain productivity and accuracy during periods of high work volume;
Ability to problem-solve to resolve customer issues in a timely and effective manner;
Ability to accurately calculate weight and calculate payments;
Ability to work independently with minimal supervision;
Ability to exercise effective judgment, discretion, and make routine decisions in the performance of duties with established protocol;
Ability to handle money (currency, coins, and checks) and make proper change.
OTHER REQUIREMENTS:
Ability to work a flexible schedule is required. Working hours for this position are typically 8 hours a day, Monday through Friday, however may be required to work some overtime, Saturdays, or holidays on an as-needed basis.
Work Environment & Physical Demands
Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions; Work may also be performed outside in areas that are subject to changing climatic conditions and in inclement weather in open areas;
May be required to lift up to 20 lbs.;
Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks;
Work requires sitting or standing at a desk for long periods of time;
The incumbent will be required to wear protective clothing and equipment when handling wastes or responding to spills, accidents, or incidents.
