Job Summary:
The Procurement Operations Manager is responsible for managing and coordinating the Infrastructure GBU procurement operations in support of projects, programs, and regional execution centers. The position focuses on the operational execution, consistency, and performance of procurement processes, systems, and controls across multiple work fronts, ensuring alignment with Bechtel policies, procedures, and project requirements.
The role interfaces closely with Project Management, Engineering, Construction, Project Controls, Finance, Legal, and Supply Chain functional leadership to enable efficient, compliant, and timely procurement execution.
This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership. #LI-JL1
Major Responsibilities:
Supports development and implementation of procurement staffing plans.Provides guidance, mentoring, and on-the-job training to procurement personnel.Supports performance evaluations, development planning, and knowledge transfer within the procurement organization.Promotes consistent application of best practices and lessons learned across projects.
Provides day-to-day operational direction and coordination to assigned procurement personnel.
Supports staffing, onboarding, training, and performance management of procurement resources.
Works with Project Management, Engineering, Construction, Project Controls, Finance, Legal, and Supply Chain functional leadership to enable efficient, compliant, and timely procurement execution.
Identifies opportunities for revenue enhancement, schedule relief and claim avoidance and takes appropriate actions to protect Bechtel's interest and/or improve performance
Ensures the monitoring of safety, quality, cost, and performance and that all contractual duties and obligations are met by all parties to each purchase order and subcontract
Supports resolution of operational procurement issues related to schedule, supplier performance, documentation, or execution sequencing.Provides procurement status reporting and metrics to project and functional management.Supports internal and external audits, reviews, and assurance activities as required.
Ensures consistent application of Bechtel procurement procedures, templates, and standard terms and conditions.
Education and Experience Requirements:
Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience
Required Knowledge and Skills:
Ability to work with senior Bechtel, Client and Supply Chain teams.
Knowledge of how to develop and implement Supply Chain staffing plans and provide training and technical guidance.
Ability to lead the definition of commercial strategy including packaging, formation, administration and closeout.
Knowledge of the latest market and industry patterns and ability to apply them to Bechtel's supply chain activities.
Ability to manage staff and budget to business objectives and performance parameters.
