Summary As an Administrative Officer at the GS-0341-13, you will be part of the Executive Secretariat, Office of the Chair, U.S. Equal Employment Opportunity Commission (EEOC). If selected, you will be responsible for providing a variety administrative support, offering consultation, guidance, and technical assistance to leadership on program analysis, project tracking, budgeting, human capital, and support services essential to the direction and operation of Headquarters Offices. Responsibilities Directs, plans, and administers comprehensive administrative support services for headquarters offices, including financial management, personnel, procurement, and operational systems. Serves as a technical authority on budget, financial control, human capital management, travel, records management, and related administrative functions. Develops, implements, and evaluates operational procedures and systems to ensure effective controls over expenditures, property, materials, and administrative processes. Reviews, analyzes, and prioritizes incoming requests from multiple offices, balancing competing deadlines and managing a highly variable workload. Conducts analytical and evaluative studies on complex or sensitive issues and recommends effective solutions or alternatives. Initiates and manages administrative projects such as support service surveys, feasibility studies, user guides, and operating procedures; coordinates with stakeholders to resolve operational issues. Prepares and analyzes comprehensive factual reports for leadership and for use across Headquarters and Field Offices. Requirements Conditions of Employment Qualifications For the GS-13: You must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience includes: Managing administrative operations in areas such as budgeting, financial management, procurement, human capital, travel, or records management. Conducting analytical reviews of complex administrative issues and recommending solutions. Developing or improving administrative procedures, operational processes, or support service systems. Overseeing procurement activities, including purchase card or travel card programs. Preparing or coordinating budget submissions, estimates, acquisition plans, or related documentation. Providing administrative guidance to senior leadership and managing competing priorities in a fast-paced environment. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS- 13 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Additional Information Relocation expenses will not be paid.
