Summary You will serve as a ELECTRONICS TECHNICIAN in the Engineering and Planning Department (Code 200), Combat Systems Division (Code 290), Exterior Communication, RADAR and ECM (Electronic Counter Measures) Branch (Code 293) of NORFOLK NAVAL SHIPYARD. Responsibilities You will provide technical guidance for repair, installation and testing of assigned systems required to execute complex projects. You will evaluate data and prepare reports recommending action necessary to correct deficiencies noted. You will prepare Technical Work Documents (TWD's) to provide technical guidance, work instructions and required material. You will identify requirements and prepare requisitions for all required material. You will serve as a Test Director and/or Lead Test Engineer. Conducts and performs pre-arrival testing to identify required repairs. You will prepare and perform review of all test specifications, check-off sheets, and inspection procedures, to be used in testing of assigned systems. You will act as a troubleshooter and SME in the identification and resolution of problems encountered during installations, repairs and testing phases of waterfront production efforts. You will serve as a senior technical consultant for acceptable operation and adjustment of the equipment and/or systems involved. You will use the currently applicable administrative processes to communicate technical information in performance of duties. You will coordinate the work efforts with personnel from other engineering codes, production shops and/or other activities when a satisfactory conclusion is dependent upon the performance of multiple units or organizations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience using electronics method, techniques, procedures, and or policies sufficient to provide comprehensive management advisory and technical services on a full range of design, operation and repair techniques for various @types of Exterior Communication, RADAR and ECM systems associated with carriers, submarines, shore station systems and other surface ships. Experience installing and operating electronic/electrical systems sufficient to identify, evaluate and recommend appropriate solutions to resolve complex interrelated problems and issues. Experience in engineering aspects unique to nuclear powered submarines and carriers, including a working knowledge of special interface and control requirements associated with accomplishment of total ship/system engineering and design work, specifically Nuclear Propulsion Plant (or Reactor Yard) cognizant compartments, systems and component boundaries. Experience working with related engineering fields including structural and mechanical to permit understanding and communication. Experience monitoring cost, schedule, setting work priorities, performance, and actions to correct negative trends through knowledge of Project Management Fundamentals., alter priorities based on workload and identify project specific events and milestones.
