Minimum Qualifications
Six years of experience in administrative services; OR
Six years of full-time work experience in any field plus three years of experience in administrative services; OR
A bachelor's degree plus three years of experience in administrative services; OR
An advanced degree plus two years of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
· Direct and coordinate administrative operations for OPH, ensuring compliance, efficiency, and consistency across all bureaus and programs
· Advise and consult with OPH leadership, including Assistant Secretary, Deputy Assistant Secretaries, Bureau Directors, and Regional Administrators, on administrative policies, procedures, and operational issues
· Oversee agency-wide property control, fleet management, telecommunications, mailroom operations, safety, and procurement functions to ensure compliance with state laws and departmental policies
· Supervise administrative staff and provide leadership for operational activities including asset management, vendor coordination, invoice reconciliation, and subscription/IT procurement
· Develop, implement, and enforce standardized administrative procedures to streamline processes, reduce redundancy, and enhance service delivery
· Manage records retention and governance programs, establishing schedules, ensuring compliance with state law, and providing training and technical guidance to staff on proper document management
· Oversee personnel and HR-related functions, including submission of HR reports, tracking of staff augmentation positions, and guidance on Civil Service and LDH policies
· Supervise time administration processes, ensuring accurate timekeeping, audits, and corrective actions for compliance with LDH and Civil Service regulations
· Review and evaluate operational practices across OPH locations, recommending improvements to enhance efficiency, risk management, and service delivery
· Represent OPH in meetings with external entities, including Division of Administration, LPAA, ORM, OTS, OSB, OMF, LDH Administrators, and Legislative Auditors, to maintain compliance and support agency objectives
