Summary This position is located in Gulf Islands National Seashore, in the Facility Maintenance Division. Open to the first 100 applicants or until 04/06/2026 whichever comes first. Responsibilities As a Construction Control Representative, you will perform the following duties: Reviews and interprets construction documents, specifications, photographs, foundational documents and other existing documentation. Reviews construction project scopes of work and construction estimates. Developments cost estimates, statements of work and/or scopes of services. Serves as the Contracting Officer's Representative to oversee the execution of design and construction contracts. Facilitates meetings, monitors project progress and coordinates with project stakeholders to address unforeseen conditions. Tracks project budget, monitors project sites for safety, conducts inspections on completed work and performs project closeout activities. Reviews project plans and specifications prior to construction contracts. Coordinates construction work planning and scheduling with contractors. Tracks contract costs and modifications. Attends pre-bid, bid-opening, and pre-construction meetings to discuss and clarify construction details. Requirements Conditions of Employment U.S. Citizenship required. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to travel overnight away from home up to 1 nights per month. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications Requirements Continued: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-10 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Engineering aid or technician or surveying technician performing work directly related to construction; construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; supervisor of crafts-persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: A significant percentage of time in this position is spent performing on-site inspection and coordination of construction and engineering work required for construction projects. This work involves physical demands including but not limited to, walking, bending, stooping, etc. A smaller percentage of the work is of sedentary nature. Although most of the sites are within a day's trip from the office, some project activities may require overnight stays. Working Conditions: A significant portion of the work takes place in the outside environment. The outside weather ranges from dry and dusty to rainy and from hot to cold; in wooded areas, under seashore/ocean conditions and urban conditions. The sedentary portion of the work is performed in an office setting. Some hazards may be encountered, typical of any construction project while others may be typical to historic structures and landscapes that have been poorly maintained. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months.
