The Iowa Judicial Branch seeks a seasoned technology leader to serve as Deputy Director of IT with responsibility for enterprise architecture and interoperability. Reporting to the Director of IT, the Deputy Director - Enterprise Architecture will head the Court's technical architecture practice and will oversee the IT Managers for Development, QA, Proprietary Application Support, and Infrastructure Administration. The position will be responsible for establishing architecture standards and roadmaps, modernizing legacy systems, fostering reliable and secure development practices, and ensuring alignment with the Judicial Branch's guiding principles of quality, reliability, security, usability, and sustainability. By providing cohesive architectural governance, the Deputy Director will support the product-based, cross-functional teams.
Under the direct supervision of the Director of IT, candidate will:
Enterprise Architecture Leadership: Serve as the head of the technical architecture profession for the Judicial Branch, setting the vision and standards for enterprise architecture. Own and maintain an overall strategic reference architecture, ensuring that all digital services and systems adhere to common patterns, shared components and guiding principles. Develop and maintain architectural roadmaps that align with Judicial Branch priorities.
Systems Modernization:Drive modernization of legacy court systems to reduce technical debt and improve interoperability. Coordinate cross-team efforts to replace or refactor core components on a planned timetable.
Development & QA Oversight:Supervise the Development/QA manager to implement continuous-integration/continuous-deployment (CI/CD) pipelines, automated testing and instrumentation. Ensure releases are reliable, properly tested, and accompanied by rollback plans.
Application Support & Infrastructure:Provide executive oversight of proprietary application support and infrastructure administration.
Security & Risk Management:Collaborate with the Information Security Manager to integrate security principles into architecture and development practices.
Strategic Planning & Collaboration: Partner with the Deputy Director of IT - Operations on budgets, contracting and resource planning. Work closely with business owners, judges, court leadership and vendors to understand requirements and translate them into scalable architectural solutions. Mentor and develop staff in architecture, development, QA and infrastructure domains. Support business case development for technology initiatives, ensuring alignment with the Judicial Branch's mission and budgets

The pay range for this position is $102,481.60 to $163,716.80. This is a non-contract, FLSA-exempt position. The starting salary for new state employees is expected to be at the base of the pay range. Adjustments may be made if the successful applicant has relevant experience.
Hours: Monday-Friday, 8:00 a.m. - 4:30 p.m.

Summary
Oversee Information Technology operations and initiative implementation to streamline and support the Iowa Judicial Branch's mission and goals.
Examples of Duties and Responsibilities
Direct operations through subordinate managers, supervisors, and staff. Enforce personnel
policies and procedures. Represent management in dealing with employment relations.
Assess the Iowa Judicial Branch's technology requirements and recommend solutions that align with the business operations and objectives.
Develop specifications and requirements for technology projects and purchases.
Assist in developing and enforcing policies and procedures to ensure information protection.
Provide advice and direction of information technology policies, guidelines, and procedures to ensure the efficient and effective use of resources.
Oversee multiple complex projects, systems integrations, computer operations, infrastructure, client support services, and budget management.
Manage maintenance and upgrades of hardware and software systems.
Oversee and manage IJB-wide technology updates and training sessions for employees.
Ensure the security of data, network access, and backup systems.
Identify and address problematic areas proactively; recommend and implement solutions.
Stay abreast of emerging technologies that can improve IT performance and operations.
Ensure staff obtain and maintain training or certifications for evolving technologies.
Efficiently manage resources.

Minimum Qualification Requirements
The incumbent must meet the minimum requirements to qualify for the position.
1) Associate's degree in Information Technology, Computer Science, or a related field.
2) Eight (8) years of progressive experience in computer science, management information
systems, information technology, or related experience.
3) Two (2) years of supervisory experience.
A completed IJB LinkedIn Learning Leadership and Professional Development Certificate is equivalent to six months of education or experience for supervisory-level positions.
Experience may be substituted with related education on the basis that successful completion of thirty (30) semester hours or academic equivalent equals one year of experience.
Additional Qualification Requirements
Preferred Qualifications:
1) Bachelor's degree in Computer Science or Information Technology.
2) Experience working in or transitioning to Agile methodologies.
3) Oracle Framework Expertise.
4) Industry-recognized professional certification in information technology.
