Summary This position serves as the transportation assistant and is located in the Department of Veterans Affairs (VA), Veteran's Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Durham VA Medical Center (DVAMC), in Durham, North Carolina, located in the Administrative Section of Facilities Management Service (FMS). Reports to the Supervisory Facility Operations Specialist. Responsibilities Fleet Duties 60% Provides program oversight, ensures that all vehicle use is in compliance with specifications and that proper procedures, safety rules, medical center policies, and all government (federal and state) regulations are being followed. Continuously researches rules, regulations, policies, and procedures, i.e., VA Center for Engineering & Occupational Safety and Health (CEOSH), federal and state motor vehicle regulations, VA and GSA regulations, Department of Energy (DOE), and Environmental Protection Agency (EPA) regulations, etc., to ensure that all fleet management programs are in compliance. Upon issuance of Executive Orders (EO) and/or directives by Veterans Affairs Central Office (VACO) or other agencies with transportation oversight determines procedures to be implemented or changed within the medical center's purview in order to meet the new requirements. oversees the fleet credit card accounts, orders and cancels vehicle credit cards, reviews monthly credit card statements checking for accuracy or misuse, and reconciles all purchases on credit card statements. Reports all GSA mileages monthly and reviews monthly GSA bills for accuracy. GSA monthly bills are separated into various vehicle categories and users prior to processing. Maintains the Comprehensive Automobile Reporting Systems (CARS) database entering all vehicle data, monthly mileage, number of trips, fuel purchases, maintenance costs, and accident information. Use the data in CARS to produce the required semi-annual Vehicle Under-Utilization Report. Maintains and uses the Federal Automotive Statistical Tool (FAST) to complete and submit reports mandated by VACO. The FAST system is also used to request alternative fuel waivers for E85 vehicles. Waivers are prepared and submitted to the EPA through VACO. Assigns vehicles to various services based on need and available funding. Additional vehicles are requested from GSA or purchased as required. Uses the GSA Short Term Rental Program to meet immediate needs when other vehicles are not available. Coordinates directly with GSA and provides specifications for the functional needs and also schedules all motor pool vehicles. Responsible for coordination of all routine vehicle services based on GSA preventive maintenance schedules. VA owned vehicles are maintained based on VA maintenance schedules. Works with local vendors and GSA to coordinate all required maintenance. Vehicles are inspected on a weekly basis by the fleet coordinator (transportation assistant) to identify any maintenance needed. Prepares and submits GSA accident reports for all GSA vehicles involved in accidents. The process requires obtaining police reports and estimates from body shops and coordinating repairs with the GSA Accident Control Center and local vendors. Processes repair requests and SF-95 "Claims for Damage" for VA-owned vehicle. Contracting Officer Representative (COR) Duties 40% The duty of the Contracting Officer Representative (COR) is to ensure that the government receives all that it has bargained for. A COR must be appointed for Architecture and Engineer, construction, hazmat contracts exceeding $25,000, all health care contracts for services, and multi-year service contracts. The Contracting Officer (CO) must delegate authority to the COR through an official delegation of authority letter which outlines the responsibilities and duties of the COR. The CO must conduct quarterly meetings with the COR to review mandatory reporting requirements, conduct Fiscal audits, review potential adjustments and funding justifications. During option years, the COR is responsible for updating HR certifications (for medical sharing contracts) and new approvals, the Independent Government Cost Estimate and market research. The COR must provide past performance information before the CO exercises the option. CORs are subject to and must comply with all aspects of procurement integrity regulations related to disseminating contract information. Requests outside of the contacts listed should be referred to the Contracting Officer. The COR may represent the Program Office as the party responsible for developing procurement packages. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
