Summary You will serve as a HOMELAND DEFENSE & EMERGENCY MANAGEMENT PROGRAM MANAGER in the CURRENT OPERATIONS DIRECTORATE (J33), OPERATIONS DIRECTORATE (J3) of HEADQUARTERS US INDO-PACIFIC COMMAND. Responsibilities You will be responsible for developing, managing, and coordinating Emergency Management/ Defense Support of Civil Authorities (EM/DCSA) operations. You will collaborate with military and government organizations for critical resourcing and response to natural and/or manmade disasters/emergencies. You will engage in planning, organizing and monitoring critical resources and responses and identify current and future operational requirements to ensure appropriate focus, synchronization, and timely response. You will be responsible for designing, developing, conducting, evaluating, and improving plans of all Emergency Management exercises, both discussion-based and operations-based. You will assist in the development of integrated preparedness plans (IPPs) and adhere to Homeland Security Exercise and Evaluation Program (HSEEP) methodology to properly prepare for joint interagency exercises. You will be responsible for supporting the development, management, and coordination of Homeland Defense operations. You will support DoW response to complex incidents caused by chemical, biological, radiological, nuclear, and explosive (CBRNE) events, terrorism, kinetic attacks, and other crises. You will collaborate with joint interagency stakeholders at all levels of government and meet Department of War (DoW) mission requirements before, during, and after a disaster. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Directing and coordinating the development of Homeland Defense and Emergency Management operations, procedures, and policies to ensure preparedness for natural and manmade crises; 2.) Planning and orchestrating homeland defense and emergency management annual exercises for an organization; 3.) Collaborating with internal and external agencies to develop solutions for emerging homeland defense and emergency management issues; 4.) Developing and providing technical advice, guidance, and recommendations for operational and strategic planning for emergency management programs.
