This position serves our partners at the Minnesota Department of Natural Resources (DNR). MNIT DNR provides comprehensive IT operations and support services, custom application development, and dedicated support functions to an organization that manages and conserves the state's natural resources in a way that creates a sustainable quality of life for all Minnesotans.
This position exists to formally project manage the development, enhancement or retirement of complex information technology & business area solutions, systems, processes and services delivered on a statewide basis. Included are technologies that span the complete spectrum of IT systems, solutions and processes to support, and enhance foundation infrastructure, services, systems and enterprise software applications. The incumbent will be the focal point for project and/or program initiation, planning, execution, control and closure using industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBOK) and by MNIT. The incumbent ensures quality and consistency across multiple projects in the use of project planning, scheduling, scope and risk management, status reporting, change control, issues resolution and other project management controls and practices. The end goal of the position is the successful delivery of projects in a consistent and documented manner.
Projects managed by this position are typically less complex than those led by the more senior ITS5 project managers. The project manager requires more, coaching, and mentoring when leading project problem solving.
This position requires onsite work daily at 500 Lafayette Road North, St. Paul, Minnesota.
Minimum Qualifications

This position requires a minimum of four (4) years of experience in performing IT project management functions.
Experience must include:
Demonstrated experience managing projects through the full project lifecycle (initiation, planning, execution, monitoring and controlling, and closure) using industry-standard methodologies such as PMBOK.
Experience managing project scope, schedule, budget, risk, and quality controls, including development and maintenance of formal project plans and status reporting.
Experience leading cross-functional teams consisting of technical staff, business stakeholders, and vendors. Experience performing business analysis and/or quality assurance functions, including requirements gathering, validation, and test planning.
Experience managing enterprise or statewide technology solutions, including system implementation, integration, or retirement efforts.
Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.
Preferred Qualifications
Experience managing IT projects with budgets up to or exceeding $5 million.
Experience leading service creation or enterprise system development initiatives, including feasibility analysis and business case development.
Experience working within public sector or government IT environments.
Knowledge of multiple SDLC methodologies (Agile, Waterfall, Hybrid) and ability to determine appropriate methodology based on project complexity.
Experience coordinating disaster recovery, security, or enterprise infrastructure initiatives.
Experience mentoring or coaching project managers or leading project portfolios and managing third-party vendors.
Experience creating Request for Proposals (RFP), procurement documents and contract initiation and management processes.
