Job Description
Turner & Townsend is seeking an experienced Cost Manager / Quantity Surveyor to serve as the day-to-day client interface and deliver value-driven cost management services on a major, multi-site data center program. With several large campuses under development across the area and continued long-term investment in mission-critical infrastructure, this role plays a key part in supporting ongoing program growth and ensuring consistent commercial governance across multiple phases.
The ideal candidate is confident in a client-facing environment, communicates clearly, and thrives in both independent and collaborative settings. In this role, you will help drive commercial rigor, uphold best-practice cost controls, and represent Turner & Townsend's purpose, values, and vision.
Responsibilities
Advise the client on procurement strategies for large-scale data center construction packages.
Manage vendor prequalification, evaluate proposals and bid leveling documents, and prepare final recommendations.
Lead or participate in bid interviews and manage the appointment process through award.
Lead full-project estimating, including construction costs, fees, and direct costs.
Review estimates developed by junior team members; prepare and present detailed cost packages and value-engineering options.
Meet with trade partners to validate, challenge, and benchmark costs using data from comparable large data center programs.
Establish reporting schedules and maintain cost reports, forecasts, and budget tracking throughout each project phase.
Review budget status and spend forecasts with the client; update and maintain the commercial risk register.
Host periodic cost and commercial review meetings with project teams and vendors.
Review and validate payment application assessments prepared by junior team members.
Partner with project managers regarding contractor entitlements and commercial positions.
Evaluate vendor change order requests, prepare recommendations, and support dispute-avoidance and resolution processes.
Support oversight of project financial controls, commitments, exposures, and adjustments across multiple data center packages.
Manage and monitor invoicing processes.
Benchmark commercial performance against other large-scale data center commissions.
Lead final accounting, post-contract audits, and account close-outs.
Conduct lessons-learned reviews and support development of training materials and handover procedures.
Utilize bid analysis sheets, cost estimating platforms, take-off software, and change-control tools.
SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
Qualifications
Bachelor's degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a related field.
A minimum of 3-5 years of cost management experience in the construction industry.
Strong experience supporting medium to large-scale construction projects; mission-critical or data center experience preferred.
Construction consultancy experience strongly preferred.
Good knowledge of procurement routes, value management, and value engineering.
RICS accreditation or progress toward accreditation is a plus.
Excellent communication, stakeholder management, and organizational skills.

The salary range for this role is $110K-$140 USD. This range reflects the company's good faith estimate of the base salary for this position at the time of the posting. Final compensation will be determined based on factors including experience, skills, qualifications, and internal equity. In addition to base salary, employees may be eligible for bonuses and a comprehensive benefits package.
