Salary Range: $83,000 to $98,000
The University of St. Thomas has provided a salary range that represents its good faith estimate of what the University may pay for the position at the time of posting. The specific salary offered will be determined based on factors such as the qualifications of the selected candidate, departmental budget, internal salary equity considerations, and available market information.
JOB SUMMARY
Oversee the management, reconciliation and compliance of a large portion of the Univeristy's balance sheet, including fixed assets, debt and operating cash; management of the General Accountant and Student Workers, reconcile and review the University's funds held with bond trustees and maintain proper IRS records and post-issuance compliance for the University's debt porfolio; approve journal vouchers on a rotating basis; answer departmental inquiries regarding their budgets and departmental accounts; assist in the annual financial statement audit preparation with reconciliations; assist the Assistant Controller, Controller, and Vice-President for Business Affairs with special projects.
ESSENTIAL FUNCTIONS
Fixed Assets
Oversee daily fixed asset work completed by the General Accountant, providing appropriate guidance and oversight.
Reconcile the Fixed Asset system quarterly to the general ledger and update the capitalization of assets.
Monitor the Building project funds in order to determine if assets should be capitalized or CIP.
Run the year-end depreciation process.
Partner with Office of Financial Planning & Budget, Facilities Management, ITS and various departments to ensure accuracy of budgets and projections for capital expenses.
Operating cash/ Working Capital
Oversee work completed by the General Accountant and review/approve account reconciliations.
Manage daily cash of the University by accessing the University's bank balances, estimating daily cash inflows and outflows based on projected deposits and withdrawals and transferring cash, as needed.
Provide Controller and Assistant Controller with regular reporting on cash balances. Assist Controller, as requested, with cash flow forecasting.
Review, validate and initiate wire transfer and ACH requests from the University community.
Debt Management
Collect and compile data when the university issues new debt or refinances existing debt.
Manage annual post-issuance compliance program for tax exempt debt and is subject matter expert on post-issuance compliance for the University. Perform ongoing education for changes to regulatory programs related to post-issuance compliance.
Manage the on-going compliance with IRS regulations by ensuring proper documentation of construction expenses and completion of on-going documentation such as arbitrage calculations are maintained on the debt management software. Collaborate with Assistant Controller and Senior Tax Accountant on the completion of Schedule K for the 990. Serve as system administrator for the post-issuance compliance software.
Manages and reconciles construction fund accounts with trustee for monthly construction draws, payment to contractors/sub-contractors, maintaining escrow account, compliance with spend-down rules. Monitors and reports on investments in the construction and debt service reserve accounts.
Monthly review of construction expenditures and proper documentation. Coordinate cash withdrawls (draws) with University's bank/trustee to reimburse for expenses. Maintain record of draws and invoices in accordance with IRS guidelines. Coordinate with Business Office and Assistanct Controller for proper accounting of funds held with bond trustees transactions.
General Accounting & Audit preparation/schedules/reconciliations
Assist with audit reconciliations and schedules needed for selected areas (annual financial statements)
Lead the accounting process for the Saint Paul Seminary (UST is fiscal agent), including regular monthly meetings.
Prepare monthly endowment investment allocations and quarterly endowment withdrawal calculations.
Perform annual EDP lease and printer allocations, and inter-college/intra-college graduate allocations.
Work with campus community to ensure proper accounting protocol is followed.
Various other special projects as assigned.
Management of General Accountant
Manage General Accountant, complete annual performance assessments, assist in setting annual goals, provide training and coaching.
Hire, train, and supervise Controller's Office student workers (2-3)
Miscellaneous
Approve journal vouchers and vendors on a rotating basis
Perform special projects as assigned by the Assistant Controller and Controller
QUALIFICATIONS
Minimum Qualifications
Bachelor's degree in accounting, finance or a related field
Five years professional accounting experience with a demonstrated knowledge of GAAP
Preferred Qualifications
While not required, knowledge of non-profit accounting experience, and/or CPA license, will be taken into consideration.
An equivalent combination of education and experience may be substituted for otherwise qualified individuals.
