Senior Construction Observer
Position Description:
Witnesses, examines, monitors, and documents construction of Texas Tech University System facility projects for quantity and quality conformance with construction documents, TTUS FP&C Building Design & Construction Standards, Accessibility, Life/safety, building and energy code requirements, Factory Mutual Global Approvals, as well as construction schedules. A comprehensive knowledge of construction materials and methods, architectural, mechanical, electrical and plumbing building systems, material testing, TCEQ Stormwater management and OSHA standards required.

Major/Essential Functions:
Support, encourage, and conform with the five shared values of TTUS: People First, Integrity, Community, Exemplary Service and Resilience. Support and promote the TTUS FP&C Mission Statement: Facilities Planning and Construction will provide Exemplary Service while delivering campus initiatives with integrity and accountability to support the vision of the Texas Tech University System and its component institutions. Comply with TTUS operating policies, procedures, and administrative rules.
Knowledge and skill in the use of computer software, including Trimble Unity Construct, formerly known as eBuilder project management platform software, Bluebeam Revu, and other scheduling software.
Ensure component institutions receive projects that are built per the approved construction documents and meet or exceed TTUS FP&C expectations and construction industry standards.
Participate in project design and construction meetings as required/requested. Participate in project design development reviews as directed using Bluebeam Revu.
Review submittals, shop drawings, ASIs, RFIs, CCRs, material testing reports, etc., for conformance with the project requirements and to stay current on the project scope for projects under construction.
Observe, track, monitor, and report on construction activities and conformance with approved drawings/specifications, project requirements, and standards to TTUS FP&C project administration throughout the Construction Services phase.
Submit weekly Field Observation Reports (FOR) through all phases of construction, documenting construction progress, systems testing, requested inspections, and milestones using Bluebeam Revu.
Witness all inspections required by contract documents as well as all required IBC special inspections.
Assist in the coordination of campus utilities and infrastructure shut-downs/closures with component institutions and other TTUS departments.
Provide support to projects by monitoring and ensuring compliance with OSHA health and safety regulations.

Associates' or Bachelor's degree plus five (5) years of experience in construction observation/inspection, or related journeyperson-level construction experience; OR a combination of education and/or related experience to equal eight (8) years.
