Summary You will serve as a Management & Program Analyst in the Engineering and Planning Department for the Engineering Process Control Division, Process Control Branch of PORTSMOUTH NAVAL SHIPYARD. Responsibilities You will serve as the administrative processes and procedures specialist for the Engineering and Planning Department programs. You will advise the division head on the establishment of division policy related to personnel management and work execution. You will provide forecast for department costs and an annual and multi-year fiscal plan based on analysis of budget requests and participate with management in fiscal planning. You will participate in regular management planning meetings for the operations, and recommend courses of action on funding, personnel and administrative matters. You will be responsible for proper continuity of all administrative matters and for the development of general administrative procedures. Requirements Conditions of Employment Qualifications For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing, extracting, summarizing, and identifying significant trends and issues for preparations of reports, charts, graphs, and statistical data for top-level management presentations and briefings. Experience in applying principles and objectives of governmental budget administration, and an understanding of governmental accounting and financial reporting techniques. Experience reviewing directives for impact and providing appropriate recommendations where they affect policy and practices. Experience operating and having thorough knowledge of Microsoft Word, Excel, and Outlook to have the ability to operate, input, retrieve, modify, and manipulate data. Experience in supporting financial functions as required for budgeting and auditing.
