The primary purpose of this position is: To serve as lead Command Headquarters Level Senior Program Analyst and Medical Readiness Subject Matter Expert (SME)applying Air Force military medical readiness plans and operations experience, to plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the command. Responsibilities As the senior program analyst, medical readiness planner and Subject Matter Expert (SME); directs, provides oversight and oversees all aspects of the Air Forces Southern Medical Readiness program and provides oversight to United States Southern Command (USSOUTHCOM) in-theater, ground, and en-route medical planning supporting 31 countries in the Area of Responsibility (AOR). Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned USSOUTHCOM exercises and operations such as Resolute Sentinel (RS), Tradewinds, Lesser Antilles Medical Assistance Team (LAMAT), other Humanitarian Assistance/Disaster Relief (HA/DR) efforts, as well as Major Command (MAJCOM) programs such as Lead Wing/Agile Combat Employment. Lead strategic medical planner focused on improving the SG Directorates organizational direction by leveraging strategic planning tools and techniques. Exercises supervisory personnel management responsibilities Documents planning and programming decisions in appropriate formats to meet Air Force and Component Command requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying doctrine, regulations, practices, procedures relevant to medical Unit Type Code training, medical readiness program management, contingency operations, functional area management duties, principles and techniques to oversee, organize, train, equip, and advise on medical readiness, to include experience in understanding and utilizing the Deliberate and Crisis Action Planning and Execution System (DCAPES), Joint Operations Planning and Execution System (JOPES), Joint Capabilities Requirements Manger, Medical Readiness Decision Support System (MRDSS), Air Force Input Tool (AF-IT), Department of Defense Readiness Reporting (DRRS), and Air Expeditionary Force Reporting Tool (ART). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery level skill/knowledge of DoD Military Health System, Air Force Medical Service, Ground Expeditionary Medical Support System (EMEDS), and medical readiness functions, operations, policies, procedures and practices and the concepts, theories and practices of the special medical, expeditionary medical support system work performed in the subordinate organizations. Must have knowledge/experience of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as training, war reserve materiel, deployment, mobilization, exercise, planning, inspection/audit, MEFPAK, COMSEC, AEF operations, DRRS, JCRM, JTIMS, RTIMS, DCAPES, JOPES, UTA, UTAPS, TPFDD libraries, unit plans, unit reporting, or similar operations. Extensive knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Thorough knowledge of the application of Air Force medical readiness plans and operations expertise as it applies to assigned program. Thorough knowledge of complex war planning programs which involves major aspects of executing Secretary of Defense orders such as the planning, deployment, and sustainment of forces. The position directs short- and long-range programs addressing a broad range of Air Force policies and programs at the component and combatant command level and expeditionary units overseas. Ability to research, analyze, interpret and apply rules, regulations and procedures; design, conduct comprehensive studies, and prepare solutions to military operational and contingency areas; develop, plan and program the operations and application of various Air Force and Joint Planning Systems, as well as the ability to organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Skill/ability to communicate effectively both orally and in writing and maintain good working relationships. Mastery level knowledge of Air Force military medical treatment facilities and the Air Force expeditionary medical support system (EMEDS) including assignments to MTF and MAJCOM or above level in medical and/or ground medical readiness plan. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. ADDITIONAL CONDITION(S) OF EMPLOYMENT: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve.
