Summary The position serves as a Supervisory Health System Specialist in the Health Professions Education (HPE) Office. The position has primary responsibilities for the planning, developing, implementing, directing, evaluating, and coordinating the overall HPE programs for the VA medical facility to accomplish Veterans Health Administration's (VHA) academic mission. Responsibilities The position performs a wide range of programmatic and operational functions for the HPE office. The position oversees all functions related to the administration of HPE funding, accreditation, appointment process, and affiliate relationships in accordance with VHA directives, handbooks, policies, memos, and notices; The Joint Commission (TJC) Standards; and accreditation standards for multiple health professions. Duties include, but may not be limited to the following: Perform a wide range of programmatic and operational functions for the HPE Office. Provides direction and has oversight for the technical work necessary to administer OAA program office special purpose funding, proper appointment of HPTs, onboarding/offboarding, payment of stipends by VA for VA paid and through disbursement agreements for Without Compensation (WOC) health professions trainees (HPTs), monitoring of supervision of HPTs, maintaining accreditation standards, establishing academic affiliation agreements with health professions schools and programs, and fostering a culture of safety for HPTs. Oversee all functions related to the administration of HPE funding, accreditation, appointment process, and affiliate relationships in accordance with VHA directives, handbooks, policies, memos, and notices. Play an active and influential role in day-to-day medical facility policymaking, planning and decision making. Serve as the technical and subject matter expert (SME) for HPE programs to include undergraduate and graduate medical and dental education, nursing, associated health, and advanced fellows. Work collaboratively with leadership to identify and/or implement best practices and advising on program and policy requirements pertaining to HPE programs. Assure that administrative, clinical programs and policies are integrated to meet the unique need of interprofessional HPTs and patients they serve. Assist in identifying budget needs and negotiates with management to arrive at appropriate funding levels that make the most effective use of resources in accomplishing VA's academic and HPE missions. Provide oversight, direction, guidance, and technical expertise to ensure compliance programs are in place for OAA HPE programs. Create and maintaining a functional communication system and promotes an understanding between HPTs, faculty, employees, and Veterans regarding HPE mission and programs. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Leading data analyses of performance related to existing internal/external requirements. Analyzes interrelated issues of effectiveness, efficiency, and productivity of mission oriented programs. Develop detailed plans, goals, and objectives for the long-range implementation and administration of the program and/or develops criteria for evaluation of effectiveness. Analyzes and interprets complex data; researches and prepares comprehensive reports.
