Job Description
The Sr. Human Resources Manager for Wabtec's Fort Worth Locomotive Manufacturing Facility serves as a strategic, hands-on leader responsible for delivering full-spectrum HR support to both hourly and salaried employees. This role supports a dynamic, high-volume manufacturing environment with direct responsibility/oversight for employee relations, performance management, training, administration, staffing, and HR project execution across a large 2-shift operation and a diverse workforce. The Sr. HR Manager will be a member of the Plant Staff/Leadership Team and partner closely with site leadership and broader HR teams to drive an engaged culture, ensure compliance, enhance workforce capabilities, and enable operational success.
Reporting to the Sr. Director of Human Resources, this role leads an HR Team of four (4) HR professionals and is located on Wabtec's Fort Worth Manufacturing Campus, which includes a separate Mining Equipment Manufacturing facility and a shared Warehouse facility. The HR Teams from both facilities work together under shared policies and procedures and support one another in achieving our goals. This makes the role unique in that you have HR responsibility for your assigned facility and team, but you are part of a larger team supporting a broader workforce, which offers added developmental and exposure opportunities.
What will your typical day look like?
Strategic HR Leadership & Business Partnership
Serve as a senior HR leader with full ownership for non-exempt and staff employee populations across the Locomotive Manufacturing facility.
Act as a key strategic advisor to senior manufacturing, supply chain, quality, and support function leaders.
Build and execute people strategies aligned to business goals, including talent development, workforce planning, succession management, culture strengthening, and organizational design.
Drive continuous improvement in HR processes, policies, and systems to enhance operational efficiency and employee experience.
HRG/HRC Team Leadership & Organizational Oversight
Lead and provide strategic direction to HR Generalists and HR Coordinators supporting manufacturing operations, ensuring consistent, high-quality HR support across the business.
Develop HR team capabilities through mentoring, training, performance coaching, and career planning.
Set priorities, manage workload allocation, and ensure HR services meet expectations for quality, responsiveness, and compliance.
HRG/HRC Work Overflow & Issue Escalation
Step in to support complex cases or operational surges to ensure uninterrupted, high-quality HR coverage.
Serve as the escalation point for employee relations, investigations, conflict resolution, and sensitive personnel issues.
Provide guidance to the HR team on case management, investigative integrity, and risk mitigation.
Strategic HR Program & Project Leadership
Lead major HR initiatives for Locomotive operations, including organizational development programs, talent initiatives, employee engagement strategies, and culture transformation efforts.
Partner with COE HR teams on the implementation of global HR programs, system enhancements, and process modernization.
Drive data-informed decision-making through analytics, dashboards, and strategic workforce insights.
Campus-Wide HR Ownership for Targeted Initiatives
Lead a variety of shared HR programs/responsibilities with collocated facilities.
Mining HRM Strategic Backup & Overflow Leadership
Provide strategic-level HR support for the Mining HR Manager role during workload overflow, operational shifts, or leadership coverage needs.
Step in to support organizational planning, staffing strategies, employee relations, or critical project delivery for the Mining business.
Contribute to a fully integrated HR ecosystem across both Locomotive and Mining operations.
Requirements
Bachelor's degree in Human Resources, Business Administration, Finance, or related field (or equivalent experience).
5+ years of progressive HR experience in a manufacturing or industrial environment.
Experience supporting large hourly employee populations.
Strong knowledge of FMLA, ADA, attendance administration, and general employment law.
Demonstrated capability in employee relations, performance management, investigations, and organizational change.
Proven ability to identify and lead strategic HR projects and influence cross-functional partners.
Preferred Qualifications may include:
SPHR or equivalent senior level HR certification.
Graduate degree in Human Resources, Business Administration, or related field
Experience with union-free manufacturing environments.
Strong analytical, communication, and facilitation skills.

The salary rate for this role is currently $104800-149300 The actual salary offered to a candidate may be influenced by a variety of factors, such as: training, transferable skills, work experience, education, business needs, market demands and work location.
