Summary The position is located within the Finance Service at the Chalmers P. Wylie Veterans Outpatient Clinic, also known as Chalmers P. Wylie VA Ambulatory Care Center. The Budget Technical will provide data to Budget Analyst on which to base managerial decisions. and to provide veterans the world-class benefits and services they have earned - and to do so by adhering to the highest standards of compassion, commitment, excellence, professionalism, integrity, accountability, and stewardship. Responsibilities Major Duties: Incumbent processes standard and onetime budgetary transactions for a variety of unrelated appropriated fund and reimbursable accounts; i.e., labor, transportation, equipment, supplies, etc. Compares funding documents with account balances to assure funds are available to cover transactions. Reviews funding documents, such as purchase orders for equipment and supplies, public vouchers, etc., to assure account codes and dollar amounts are correct in compliance with government procedures and regulations. The incumbent certifies availability of funds. Resolves problems encountered during processing of transactions. Adjusts account balances to reflect effects of budgetary transactions (i.e., obligations, expenditures, transfers, and reimbursements). Incumbent recommends alternative means of obtaining and/or using available funds, such as transfer of funds. Incumbent serves as a source of budgetary information for a variety of appropriated fund and reimbursable budget accounts to include employee salaries, benefits, overtime, awards, travel, transportation, materials, equipment, ADP, contracts, and related mission and administrative expenses. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: applying budget and other financial management regulations, practices, procedures, laws, requirements and policies to a wide variety of procedures or processes to assemble, review, and maintain transactions; using Microsoft Excel spreadsheets, prepares reports on the status of funds in assigned accounts or prepares other reports to identify and resolve discrepancies; reconciles errors as identified or as directed by professionals in the work group. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is sedentary.
