Role Overview:
The District Operations Manager (DOM) directs and manages all district maintenance support operations, ensuring all activities are planned, coordinated, and completed in the safest and most efficient manner possible. This DOM provides support for the Maintenance section and District. This position is second in command to the Highway Maintenance Director and is the direct supervisor of the Traffic Operations, Bridge Maintenance and District Heavy Equipment supervisors.

Salary Statement:
The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
Setting priorities and ensuring the most effective utilization of personnel, time, and equipment for each task.
Responsible for the coordination and response of INDOT personnel in emergency and snow and ice emergencies.
Responsible for public safety coordination with State Police, County, and Municipal Officials during emergency and snow and ice emergencies.
Responsible for planning, tracking, and meeting or exceeding operating budgets upwards of $5,000,000.
Advise Highway Maintenance Director on methods, procedures, scheduling, and equipment available, as well as the purpose of the job and long and short-range programs that affect the work.
Oversee the maintenance of all state and federal highways and bridges.
Direct, plan and schedule maintenance activities within the sub district.
Oversee staffing needs of the sub district on a daily basis which includes developing and analyzing sub district schedules that establish priorities between units and reflect the priorities of the district.
Inspect and review work being performed, during and upon completion, for compliance with standards and specifications.
Ensure the required equipment and materials are requisitioned.
Responsible for submitting an annual work plan that identifies all road needs, including identifying larger projects and projecting material requirements and needs for rental equipment.
Responsible for determining the necessary resource requirements based on the work plan submitted.
Prepare written requests regarding future personnel needs of the sub district.
Oversee maintenance and security of sub district buildings and grounds.
Responsible for ensuring that all new employees are trained on all functions as well as on safety.
Participate in the review and resolution of employee complaints and the grievance process.
Conduct annual job evaluations, counseling, and discipline of employees, and is responsible for the recommendation for hiring of all sub district employees; and, performs other related duties as assigned.
Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:
Must have thorough knowledge of highway maintenance/operations principles, practices, methods, and techniques relative to maintenance and repair of highway.
Thorough knowledge and the ability to apply highway management principles and procedures as needed.
Specialized knowledge and application of highway standards and specifications, highway statutes, and departmental and administrative rules and regulations.
Ability to provide leadership and direction for all sub district employees.
Ability to effectively communicate with sub district and district personnel as well as public officials and the public, both verbally and in written form.
Ability to facilitate execution of sub district maintenance and operations work activities to meet district production goals and annual fiscal constraints.
Ability to understand and comprehend both written and verbal instructions dealing with management and operations of INDOT's initiatives.
Ability to formulate sound management and fiscal recommendations and make appropriate decisions with consideration of potential impact on sub district and department.
Ability to effectively prioritize a variety of projects/functions.
Ability to work independently.
Ability to motivate subordinates to accomplish department goals and initiatives.
A degree is not required. However, a High School Diploma or High School Equivalent (HSE) and at least 2+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
