Summary This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Affairs Medical Centers (VAMC), Chaplain Service (CS). The position provides services within various settings, including Veterans Integrated Service Networks (VISNs), Inpatient Clinics, Outpatient Clinics, and domiciliaries throughout the United States. Responsibilities Duties May Inlcude: Serves as a Chaplain professional providing comprehensive, religious ministry services to Veteran patients according to their specific needs and desires. Carries out a ministry which is highly integrated into VHA's Chaplain program. Provides thorough guidance and advice to Chaplain Service management staff, other Chaplains, and other stakeholders. May serve at a facility in a clinical setting, or a small healthcare system, satellite outpatient clinic, other federal agency, or Community Based Out-patient Clinic (CBOC) where there is limited access to onsite supervision. Maintains effective rapport with physicians, medical officers, psychologists, nurses, therapists, social workers, or others involved with the IDT. Ensures equity of access, service, and benefits to Veterans and provides the highest quality of care. Provides leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs. Provides pastoral counseling on medical and ethical matters, including moral injury, problems of conscience, family or marital difficulties, justice or confinement matters, terminal diagnoses, or crises. Addresses fears that patients have when facing surgery and answers questions regarding the meaning of life when confronted with the reality of pain, illness, permanent disfigurement, crippling, or death. Uses significant religious expression groups such as veteran choirs and such aids as devotional literature, films, and bedside broadcasts. Provides religious instruction for patients through various means, such as individual or group discussion, Bible classes, instructional classes, and tutoring for courses completed by correspondence. The incumbent works independently and receives technical and administrative guidance from the Chief, Chaplain Service, or ELT Member who provides strategic guidance and priorities. The incumbent refers questions that are beyond the incumbent's scope of responsibility to the Chief of Chaplain Service or ELT Member. Work is reviewed in terms of overall effectiveness through performance evaluations and program assessments. Maintains a good understanding of the theories, practices, and problems of other medical professional disciplines and the latest developments in their fields. Uses a thorough understanding of and provides extensive pastoral experience in the special problems involved in thoroughly dealing with such issues. Conducts spiritual assessments to identify patients' strengths and needs. Creates plans for care in response to the moral injuries and spiritual distress of patients that enhance the Holistic Treatment of Veteran patients. Completes various complex Chaplain related administrative assignments, projects, and reports; and independently develops and implements programs and curricula. Coordinates work schedule with other VHA Chaplains to ensure overall coverage during the incumbent's absence. Maintains records, supplies, and religious equipment for the assigned program; and tracks and maintains the program's budget. Provides routine personal visits, special visits, and new patient interviews based on requests and referrals/consults. Conducts friendly visitation, ritual and bedside administration of sacraments, or pastoral counseling. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Applicants must possess a Master of Divinity degree or equivalent educational qualifications as evidenced by a graduate-level theological degree from a college, university or theological school accredited by a member of the Council for Higher Education Accreditation (CHEA) or Association of Theological Schools (ATS) and recognized by the U.S. Department of Education. NOTE: For applicants who do not possess a Master of Divinity degree or equivalent educational degree, an approved educational equivalency review from a nationally recognized board certification body for chaplains (see paragraph d) is acceptable. Ecclesiastical Endorsement: Applicants must possess and maintain a full and active ecclesiastical endorsement and must be dated within the past 12 months. Certification. Applicants must be a Board-Certified Chaplain certified by BCCI ® or a U.S. certifying body that has a reciprocity agreement with BCCI ®. Exception for Non-Board-Certified Chaplains. (a) Non-Board-Certified applicants who otherwise meet the eligibility requirements, may be given a temporary appointment as a Chaplain under the authority of 38 U.S.C. § 7405(c)(2) not to exceed 2 years. (b) Non-Board-Certified Chaplains must provide proof of completion of 4 units of CPE as required by an approved board certifying body. (c) Non-Board-Certified individuals may only provide care under the supervision of a certified Chaplain at or above the FPL. (d) Non-Board-Certified individuals may only be appointed at the entry level and may not be promoted/converted until certification is obtained. Temporary appointments of non-board-certified Chaplains may not be extended beyond 2 years or be converted to a new temporary appointment. Foreign Education. To be creditable, education completed outside the U.S. must be submitted to a current affiliate agency of the National Association of Credential Evaluation Services (NACES) at https://www.naces.org/members and be deemed at least equivalent to that gained in a conventional U.S. program. Grandfathering Provision. Employees in VHA in this occupation, under a permanent, appropriate, and legal placement on the effective date of the qualification standard, are considered to have met all qualification requirements for the grade and/or assignment held, including positive education and certification, where applicable. For employees who do not meet all the basic or assignment-specific requirements in this standard, but met the qualifications applicable to the position at the time they were appointed, the following provisions apply: (1) Employees may be reassigned, promoted up to and including the FPL, or be changed to a lower grade within the occupation, but may not be promoted beyond the journey level or be newly placed in supervisory or managerial positions. (2) If an assignment above the FPL level requires an additional certification over and above the basic requirements, employees must meet the assignment-specific requirement before they can be reassigned or promoted. (3) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard. (4) Employees retained in this occupation under this provision who subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re entry to the occupation. Grade Determinations: Chaplain, GS-12 Experience. One year of creditable experience equivalent to the next lower grade. Specialty Certification. Specialty certification is demonstrated advanced practice and/or specialization in chaplaincy beyond the board certification and is required for the GS-12 grade level. Specialty certification from a professional chaplain certifying body that is directly related to the assignment is qualifying for a senior chaplain assignment. Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs: Ability to apply relevant theories and methodologies to their ministry specialty. Ability to integrate specialized psychological and sociological theory with an advanced approach to spiritual care. Skill to seek out primary research and research literature that informs the ministry specialty and one's spiritual care practice. Skill in developing and implementing methods for measuring effectiveness of chaplain practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes. Ability to mediate conflict, hold various emotions and diffuse moral distress among staff and complex crisis situations. Ability to provide specialized consultation, teaching and mentoring to colleagues and students on advanced spiritual care interventions in the service delivery area. Ability to apply advanced clinical knowledge to write policies, procedures and/or practice guidelines pertaining to the service delivery area.
