The Budget Director provides strategic leadership and oversight for the Department of Labor and Industry's financial operations, ensuring fiscal integrity, compliance, and efficient management of budgeting, accounts receivable, grants, and financial reporting.
Responsibilities include:
Division leadership and staff supervision
Planning, implementing, and management of budgeting, accounts receivable, grants and financial reporting services
Policy and procedure development, continuous improvement, program metric development and monitoring, and training
Developing and managing the agency's annual and biennial budgets
Perform other duties as assigned
Minimum Qualifications
Four (4) years of managerial or advanced supervisory experience* in Accounting, Financial Management, or Business Administration
*Doctorate degree may substitute for two years of experience; Master's degree may substitute for 18 months of experience; Bachelor's degree may substitute for one year of experience
Demonstrated leadership experience sufficient to effectively supervise and direct the work of assigned staff
Coaching, mentoring, and/or developing staff while building relationships.
Leading teams to meet the organization's expectations for productivity, quality, or goal accomplishment.
Managing the preparation and maintenance of reports necessary to carry out the functions of the department.
Understanding of staff development, supervision, and team building.
*Demonstrated leadership experience may include any of the following:
Experience as a supervisor, team lead, lead worker, OR project lead*
Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)
Completion of a similar or equivalent leadership development program through another organization
A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must also include:
1+ years of identifying issues, goals, and strategic actions
100+ hours per year time commitment
In addition to the above experience, applicants will be evaluated on and must demonstrate the following minimum qualifications:
Experience with principles of accounting, budgeting, and government procurement systems sufficient to monitor agency budgets
Experience using accounting systems, such as the Statewide Integrated Financial Tools (SWIFT), or other private or governmental accounting system sufficient to analyze, interpret, reconcile, and audit complex financial data
Knowledge of annual and biennial budgeting processes for the state
Knowledge of financial policies, budgets, funding strategies, revenue/cost forecasting, administrative procedures, financial processes and controls and other related functions
Knowledge of statutes and rules covering state employees, contracting and grant funding procedures, and Federal IRS regulations
Human relations skills to develop and maintain productive working relationships with diverse staff, stakeholders, and clientele
Communication skills sufficient to draft correspondence, policies and procedures, write technical and legal reports, and communicate information to individuals or groups
Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share the same culture, ethnicity, language, or other common experiences
Preferred Qualifications
Advanced degree in Business, Accounting, Finance, Public Administration or Policy, Economics or related field
Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL)
