The primary purpose of this position is to serve as a Financial Management Specialist in the Financial Management direcotrate, performing various functions involving the management of financial resources/assets, programs, and projects for the Financial Management Directorate. Responsibilities Provides support to budget, financial services and resources directorate management in planning, organizing, and overseeing financial activities to ensure propriety and compliance with financial, fiscal and auditing directives, certifying compliance with higher level. requirements. Conducts and/or leads initiatives to improve program(s) and/or influence policy changes for assigned resource management areas that typically involve long-range, highly complex, financial topics/tools. Provides advice, assistance, and guidance on financial related information. Communicates and coordinates financial management issues with higher headquarters, regulatory agencies, other installation units, and other local officials, etc. Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in applying financial management principles to analyze, plan, and monitor budgets and financial resources; researching and interpreting policies, regulations, and guidance to ensure compliance with fiscal requirements; gathering and analyzing financial data to identify trends, issues, and solutions; developing reports, briefings, and recommendations for leadership to support decision-making; coordinating with stakeholders to resolve financial management issues; evaluating program effectiveness and recommending improvements, and utilizing automated financial systems and tools to track financial information, prepare budget documentation, and support organizational financial planning and execution. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide-range of multidisciplinary principles, practices, procedures, and goals of financial management, force management, and information technology functions, practices, and procedures in support of the mission, structure, goals, work processes, and programs of assigned organization(s). Knowledge of the DoD and Air Force Planning, Programming, and Budgeting Systems (PPBS), its process, products, terminology, and guidance documents (e.g., Program Objective Memorandum (POM), Future Year Defense Plan (FYDP), Defense Guidance, Joint Strategic Planning Systems). Knowledge of automated financial management systems concepts, systems capabilities, and economic usage to effectively complete multiple assignments. Skill in oral and written communication and establish and maintain effective and positive working relationships. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory personnel/manpower/services programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems. Skill in developing and implementing guidance that considers various disciplines, such as program managers, engineers, and contracting for purposes of meeting program objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
