As the Emergency Response Unit supervisor at the Minnesota Pollution Control Agency, this position exists to supervise, implement, and oversee the emergency response program. This program is responsible for receiving, triaging, and distributing Minnesota Duty Officer reports, serving as the gateway to the MPCA. Further, the program leads and responds to all environmental emergencies at the MPCA, coordinating and collaborating with all MPCA programs and functional areas. The program has response staff in the following offices: Brainerd, Detroit Lakes, Duluth, Mankato, Rochester and St. Paul. The program is a 24/7 operation with staff assigned on call responsibilities after hours and weekends. This position oversees the daily operations and preparedness of the staff. The position coordinates and collaborates with other state agencies, local government, federal agencies and tribal partners.
Minimum Qualifications
1) One year of supervisory experience in environmental protection/pollution control.
OR
2) Two years of advanced professional experience in environmental protection/pollution control. Examples for internal candidates - (Environmental Specialist 4, Planner Principal, Hydrologist 2, Engineer 2 Graduate, Research Scientist 2, or related classes).
OR
3) Three years of environmental experience performing work equivalent to an Environmental Specialist 3 level or senior level work providing regulatory oversight of environmental permits, and/or preparedness plans, and/or oversight of investigation and cleanup of contamination, and/or other related environmental work.
OR
4) Equivalent combination of the above.
AND
Possess a valid Driver's license (see additional requirements)

Preferred Qualifications
Knowledge of safety, risk management and emergency management sufficient to lead the Emergency Response unit to include organizational business skills to develop, administer and evaluate program effectiveness.
Knowledge and experience working with federal, state or local environmental regulations related to environmental emergency response situations and applicability to industries in the State of Minnesota.
Experience utilizing and understanding Incident Command System (ICS) and its principles.
Knowledge of emergency preparedness, hazmat safety and response, and experience managing and coordinating environmental emergency responses.
Ability to manage complex and/or politically sensitive or evolving emergencies while remaining calm and professional even under stressful circumstances.
Problem solving skills sufficient to evaluate, define and negotiate outcomes as well as analyze and make recommendations related to operations, policy, programs and priorities in both emergency and non-emergency situations.
Accomplished leadership and management skills to effectively coach, train and lead staff.
Knowledge of federal and state laws relating to waste management; and chemical and oil handling and storage.
Physical Requirements
Ability to occasionally move or transport equipment up to 25 pounds. May require moving or transporting equipment and traversing rough and uneven terrain
Additional Requirements
A driver's license is an essential function of this position. This requires possession of an unrestricted Class D Driver's License. The job offer is contingent on confirmation of a valid driver's license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination does not exceed 26,000 pounds.
