Summary The Under Secretary of War (Comptroller) (USD(C)) is responsible for carrying out the functions assigned by section 135 of Title 10 of the United States Code and ensuring the utmost economy and efficiency in the operations of the Department of War through sound business management and effective fiscal planning and control. Responsibilities Incumbent typical work assignments may include the following: Formulates and recommends long-range budgetary requirements. Prepares complete analyses of all estimates and justifications, including necessary revisions, and initiates Program Budget Decision documents for presentation by the Assistant Secretary of Defense (Comptroller), to the Secretary or Deputy Secretary of Defense for decision. Recommends changes in policies or procedures relative to military programs to ensure efficient and economical administration of funds. Maintains direct contact with responsible officials of the Military Departments and OSW Staff to include their key budget and comptroller officers in order to assure constant familiarity with the various programs. Reviews and analyzes requests for apportionments and reprogrammings, taking into account the flexibility, character, and changing requirements of the individual programs while monitoring the execution of those portions of the approved programs. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience with: 1)Budgeting and executing portions of the PPBE process; 2) Applying legislative and related policy guidance to determine the effects on budget programs; and 3) Financial experience working in one or more of the following areas: (1) Military Personnel, (2) Operation and Maintenance, (3) Acquisition (Procurement and RDT&E), (4) Military Construction, or (5) Family Housing. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience with: 1) Budgeting and executing portions of the PPBE process; 2) Formulating and recommending budget requirements based on established policies and concepts; 3) Performing functions as a subject matter expert within your respective agency's input to the Congressional budget process; and 4) Financial experience working in one or more of the following areas: (1) Military Personnel, (2) Operation and Maintenance, (3) Acquisition (Procurement and RDT&E), (4) Military Construction, (5) Family Housing, (6) Revolving and Working Capital Funds, (7) International programs supporting DoD activities, or (8) Military Intelligence and Special Access programs.
