Summary The Administrative Officer (AO) serves as the primary assistant to the Chief Nurse for Ambulatory Care Nursing Service (ACNS) and is responsible for providing oversight and administrative management for all areas within the service as well as for the delivery of quality healthcare services at the VA Medical Center in Wyoming, Michigan. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Major duties include, but are not limited to: Program Administration (40%) Establishing equipment and space policy for Nursing Service. Serves as key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained. Approving official (Fund control Point Official) for orders for supplies, services, and equipment. Assists with procurement and contracting for the organization. This may include preparing procurement requests, evaluating proposals for work, and/or maintain procurement and contracting records and revocable licenses for the Northern Rural Expansion Program (NREx). Coordinating and executing data pulls on metrics, leading data analysis and developing action plans related to Nursing Service. Budget and Financial (10%) Develops the need for an maintains an awareness of available resources and makes recommendations to Nursing Service management regarding needs, distribution, or redistribution of these resources. Assembles and complies budget information and maintain running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations. Maintains oversight of all fund control activity, travel budget/requests, payroll (FTEE, overtime, unscheduled hours, etc.) Direction/Long Range Planning (20%) Planning, organizing, controlling, directing, and evaluating operations, serves as an expert in a full range of administrative requirements that include, but are limited to, designing, and coordinating processes and systems to monitor care line administrative operations. Participates in developing both long and short-range policies and plans. Develops solutions to management problems through studies that involve consideration and development of changes in managerial policies, practices, procedures, and/or organizational structures. Personnel Coordination/Administration (20%) Acts as a liaison with the human resources office, coordinates personnel actions, recruitment, maintains personnel related records such as position descriptions, functional statements, vacancy and other staffing trackers, awards, etc. Provides advice and assistance to managers and staff concerning federal and agency personnel processes and procedures. Serves as the service's Automated Data Processing Application Coordinator (ADPAC), record liaison, and Personal Identity Verification (PIV) sponsor. Other Duties (10%) Outreach - Coordination of reports and projects, facilitation of meetings, preparation of correspondence and reports, analysis of effectiveness, and utilization of resources. Quality and Productivity Goals - Administer the internal review, quality, and productivity initiatives for Nursing Service. Establishes unique or complex quality and productivity programs in coordination with the quality section. Correspondence - Ensures inquiries, correspondence, and actions are addressed as required. Equipment and Supplies - Maintains oversight of service equipment plan. Performs other duties as assigned. Work Schedule: Monday - Friday, 8 am until 4:30 pm. Qualifications You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties in this position. Specialized experience is experience where you were responsible for providing a variety of management services essential to the direction and operation of clinical and administrative operations to include budget/fiscal management; human resources/personnel management; purchasing; supply; records management and related administrative areas. Master's degree, one year of administrative experience in ambulatory nursing service or outpatient nursing service preferred.
