Summary This position is located at Corporal Michael J Crescenz Department of Veterans Affairs Medical Center, Research Service, VISN 4, Philadelphia, PA. The incumbent will be responsible for the awarding and administering of well-defined grants cooperative agreements and other assistance awards. Applying financial, administrative, business and negotiation procedures and established policies/processes in the evaluation and execution of awards. Responsibilities Duties include and not limited to the following: Oversees reviews, analyzes, and evaluates grants/assistance program applications, plans, and estimates. Negotiates terms and conditions of well-defined awards to include costs, schedules, and oversight responsibilities; preparing, processing, issuing and tracking grants/assistance awards, and compliance with reporting requirements. Conducts program evaluation, including monitoring and assessing awardee performance, and establishing performance measures; monitoring, assessing and ensuring awardee complies with all terms and conditions of award. Initiates and/or recommends that an audit be performed; conducts resolution of audit findings or monitor audit resolution in partnership with resolution officials; conducting post-award reviews and analyses to identify management financial and administrative issues. Serve as a liaison with external customers, recipients and awardee community to clarify, interpret and resolve issues. Performs the final review of completed awards, making appropriate adjustments or disallowances, and processing close-outs; and ensuring compliance with all regulatory and legal requirements. Implements and interprets grants/assistance management policies, procedures, and practices. Provides training technical assistance, oversight, ethics, advice, expertise, and consultation to program offices, awardees, review panels, applicants, recipients, and sub-recipients as needed. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would include, but are not limited to: experience in administrative and management related to a wide range of administrative laws, policies, regulations and providing, securing or negotiating for the resources or services needed to manage and run a service or organization; precedents applicable to the administration of budgeting, fiscal management and analysis, and procurement/contracting management related to the operation and management of a service or organization; overseeing and preparing, compiling and validating reports. Selective Factor: Extensive knowledge and experience in preparing, processing and overseeing the grant applications and proposals for a Research Program in a government or academic institution.
