Role Overview:
The Business Systems Consultant Specialist works at the highest level of enterprise systems analysis supporting to support Application Development, Low Code / No Code, Data Exchange and Management, Application Performance Management, and Interstate SaaS initiatives.
You will be a senior strategic advisor to Centralized Application Services (CAS) leadership, the functional equivalent of a Lead Business Analyst in the private sector. The position integrates technical and business implications of technology solutions, ensuring alignment between enterprise capabilities, agency missions, and statewide digital strategy.
Key outcomes for this role are:
Partner with agency stakeholders to promote an understanding of the application development life cycle, align roles and responsibilities, and implement solutions that enable successful organizational change.
Promote enterprise technology services that resolve complex business challenges across agencies.
Advise CAS leadership on strategic alignment of applications, platforms, and services.
Participate in enterprise tactical and strategic planning and modernization initiatives.
Lead or facilitate process re-engineering efforts and cross-agency solution alignment.
Develop and influence standards, governance models, and technology adoption strategies.
Identify opportunities for multi-tenant SaaS enablement of State-developed applications.
Provide senior advisory support on procurement, vendor alignment, and solution architecture.
Analyze business needs and translate them into scalable enterprise solutions.
Facilitate collaboration between technical teams, leadership, and stakeholders.
Support CAS growth, lifecycle planning, and operational readiness.
Mentor Business Systems Consultants and promote enterprise-level thinking.
This is an onsite position at the Indiana Government Center in Indianapolis, Indiana.
Salary:
The salary for this position traditionally starts at $79,118 but may be commensurate with education or work experience.

A Day in the Life:
Establish goals and objectives for division.
Plan, direct, coordinate, and manage the systems analysis function and consultant staff.
Ensure systems analysis procedures and practices are identified and implemented.
Promote the utilization of technical services to resolve business issues within the enterprise, agency, program area, division, or product line.
Participate in the strategic planning processes for Information Technology Division, seeking opportunities to apply current and future service offerings to meet the needs of current and potential customers.
Develop and review technical standards and policies.
Oversee and recommend quality improvement efforts.
Mentor, guide and train new and/or lower level staff.
Formulate and define systems scope and objectives through research and fact-finding, combined with a basic understanding of user needs, business systems, and industry requirements.
Create and manage process change through the integration of new processes with existing ones and communicating changes to impacted Business System teams.
Establish and maintain strategic partnerships with assigned customers in order to help them meet their business and technical needs.
Ensure business and user needs are met with timely and accurate service.
Devise or modify procedures to solve problems, considering telecommunications equipment and systems or computer equipment capacity and limitations, operating time, and form of desired results.
Oversee the delivery of technical business solutions to customers.
Manage the expectations of customers, peers, vendors, and management.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:
Extensive knowledge of the organization's business systems and industry requirements;
Extensive knowledge of project management theories and practices and the ability to apply that knowledge;
Broad knowledge of technical problems and solutions as they relate to the current and future business environment;
Thorough knowledge of the application of software engineering process tools;
Extensive knowledge of the set of structures and models needed to understand or describe the software system, including the software elements, the relations between them and the properties of both elements and relations;
Familiarity with transposing a series of requirements into a clear and organized software design;
Ability to apply project management methodologies to determine how a system should work and how changes in conditions, operations, and the environment will affect outcomes;
Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems;
Ability to understand the implications of new information for both current and future problem-solving and decision-making;
Working knowledge of the application of software development methodologies;
Familiarity with the techniques and existing systems used for structuring data elements and showing relationships between them, as well as methods for interpreting the data structures and relationships;
Ability to understand how change management methodology aligns with and enhances project management and implementation.

A degree is not required. However, at least 5+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
