Summary This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Richmond VA Medical Center (VAMC), in Richmond, Virginia, within the Health Eligibility and Enrollment Section of the Health Administration Service (HAS). Responsibilities Major duties include, but are not limited to: Performs a full range of first line supervisory duties for (1) GS-0679-08, Supervisor, Medical Support Assistant position, one (1) GS-0303-07, Program Support Assistant position, one (1) GS-0303-06 Program Support Assistant (Decedent Affairs) position, and one (1) GS-0303-04 Clothing Rm. Clerk position. Performs the full range of second line supervisory duties for two (2) GS-0679-07 Lead, Medical Support Assistant positions, twenty-two (22) GS-0679-06 Advanced Medical Support Assistant positions, and five (5) GS-0679-05 Medical Support Assistant positions. Performs/carries out supervisory duties. Keeps the healthcare groups informed and up to date concerning appropriate administrative regulations. Responsible for the Enrollment Program to include all administrative processes and health benefits eligibility determinations. Is the subject matter expert on all enrollment administrative issues for clerks, medical staff, first-line, middle and senior facility management officials of the CVHCS. Develops program materials, such as Standard Operating Procedures (SOPs), Station Policies and relays content to clerical staff assigned throughout the CVHCS. Serves as the New Enrollee Appointment Request Coordinator (NEAR) for CVHCS, responsible for managing the process and NEAR list to ensure associated appointments are scheduled in a timely manner. Prepares reports and replies for Chief, Business Office, and executive leadership in response to internal or externals requests for program information and data such as statistical data to the National Enrollment Program, VISN and/or National reports. Prepares verbal and written responses to inquiries and complaints of Veterans and Congressional staff regarding health care benefits and revenue policies for the purpose of solving problems, explaining procedures, and recommending various courses of action (if necessary). Prepares and conducts public speaking presentations to veteran service organization members regarding veterans' health administration benefits. Perform other duties as assigned. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service.
